FC CASE

AWARD CONTRACT FOR ENGINEERING AND INSPECTION SERVICES
FOR THE CONSTRUCTION OF WELL #5 AND WATER TOWER #2
By: Mark Boos, Parks/Utilities Supervisor

Background:

Earlier this summer, City Council authorized staff to request proposals for services
necessary for the construction of Well #5 and our second water tower. The eminent need
for additional water supply and storage are detailed in staff assessments in 1997 and
1998, and confirmed in the 1999 Water Study. The City has no alternative but to
construct these additions to the water utility. Even without any growth over the current
population served, the City could run out of water during the next droughty period - if
Well #5 is not available. The well could be functioning in early summer 2000.

As it relates to water storage, we are presently deficient in this aspect as well. The
attached staff memo summarizes the storage calculations. (The relevant parts of the
memo are bracketed for your convenience.) The tower would not be available until year
2001 - assuming we begin work on the plans and specifications in the fall of 1999.

On Wednesday, September 22, 1999, staff received proposals from the following:

Bolton & Menk
Haakanson Anderson & Associates
· John Oliver & Associates
· Progressive Engineering
· Toltz, King, Duvall and Anderson

Staff is in the process of reviewing the respective documents and will provide a
recommendation at the meeting. It is probably that a single firm will be recommended
for both separate projects especially since they will be concurrent over a significant
amount of time.

Committee Action:

Motion to recommend City Council authorize staff to enter into an agreement with
for engineering services for construction of Municipal Well #5 and Water
Tower #2.

Reviewed by:
Parks/Utilities Supervisor
City Engineer
Finance Officer
FC: 092899

Copies also distributed to:
City Administrator
Director of Public Works

G:~usersklIhielingl~JOICOUNCIL&lBUDGETFll1999~September[Wel15Tower2.doc 09/24/99
