FC Case AMEND PARK AND TRAIL DEDICATION RATES By: Mark Boos, Parks/Utilities Supervisor Background: Each December, as part of the annual resolution adopting the Rates and Charges for the coming year, City Council reviews the Park Dedication Cash Contributions. This [increase] is to reflect market forces and inflation in comparison to the need for recreational improvements resulting from new development. At the September 9, 1999 Park and Recreation Commission meeting, a two part motion was made to increase cash dedication rates: · Increase the residential cash contribution per unit to $1,200 for park dedication and $300 for the trail fee. · Remove any cash distinction between rural and urban park dedication. The Park and Recreation Commission also agreed that these rates should be effective immediately in that there are no subdivision requests "on the table" at present. There are no proposed changes to any other aspect of park dedication including the land formula or commercial/industrial rates. In order to eliminate the rural/urban cash disparity, the Planning Commission should introduce an ordinance to conduct a public hearing on the matter. As indicated, the park dedication and trail fee would be in effect upon Council action. The standardization of rural/urban park dedication could be effective January 1, 2000. Finance Committee Action: Motion to recommend City Council adopt Resolution #99-09-__ contribution to $1,200 per unit and the trail fee to $300 per unit. increasing residential cash - and - Direct Staff to prepare an ordinance revision to eliminate the rural/urban park disparity for Planning Commission consideration.
