CC Regular Session <br />Meeting Date: <br />5. 18. <br />08/22/2023 <br />Primary Strategic Plan Initiative: Address infrastructure needs. <br />Information <br />Title <br />Adopt Resolution #23-197 Ordering Plans and Specifications for Barthel's Rum River Acres and White Pines <br />Estates Street Reconstructions, Improvement Project #24-01 <br />Purpose/Background: <br />Purpose: <br />The purpose of this case is to adopt Resolution #23-197 ordering plans and specifications for Barthel's Rum River <br />Acres and White Pines Estates Street Reconstructions. <br />Background: <br />The 2023 — 2032 Capital Improvement Program (CIP) identifies the streets within the Barthel's Rum River Acres <br />and White Pines Estates subdivisions for street reconstruction in 2024. Street segment summaries for this project <br />is attached to this case. <br />Project History <br />On June 13, 2023, the Ramsey City Council adopted Resolution #23-130, accepting and awarding a proposal to <br />Bolton & Menk, Inc. for topographic survey of the project area. <br />On June 27, 2023, the Ramsey City Council adopted Resolution #23-129, accepting and awarding a proposal to <br />Independent Testing Technologies, Inc. for a geotechnical report of the project area. <br />Project Scope <br />This project proposes reconstruction of the streets within the Barthel's Rum River Acres and White Pines Estates <br />subdivision, which is generally located between 164th Lane and 165th Lane, adjacent to the Rum River. The <br />streets vary between 24 feet wide rural section and 31 feet wide urban section including bituminous curbing, <br />totaling 1.33 miles in length. Traffic counts have not been taken, but Staff anticipates typical neighborhood traffic <br />due to the location of the subdivisions and lack of destinations which would increase traffic above normal. <br />No sewer or water exist in the project area, and utility extensions to the area are not proposed. The existing <br />drainage is through a combination of swales adjacent to the roadway, and on street drainage to curb cuts in the <br />bituminous curbing area, as well as street crossing culverts. Additionally, Staff is aware of Northern Natural Gas <br />mainline crossing in one location at 164th Lane, east of TH 47. <br />The project is proposing to replace the bituminous curbing with concrete curb and gutter. This is generally <br />occurring only on the streets within White Pines Estates. Additionally, storm sewer inlets and piping will be <br />added to better drain the urban section streets. Based on the initial review of the geotechnical report, subsoil <br />corrections are anticipated across approximately 25-percent of the project. <br />Project Timelines <br />Staff is proposing to prepare plans and specifications for this project in-house, as part of their normal duties.
