Hakanson Anderson Design Services <br />Due to the 2024 project design workload as proposed in the 2023 — 2032 CIP, City Staff does not have the <br />capacity to prepare plans and specifications for these improvements in time to bid the project in late winter / early <br />spring and be ready for early season construction. Hakanson Anderson has provided a proposal for engineering <br />design services including; coordinating project investigation, topographic survey, project design and bidding <br />services, preparation of project documents and final plans. The proposal does not include construction inspection <br />or construction administration as these are proposed to be performed by City Staff. The proposal total cost for <br />Improvement Project 24-03 are $174,000, and are included in the 23-percent indirect project costs associated with <br />these improvements. <br />Staff directly solicited a proposal from Hakanson Anderson since they are the City Engineers for the City of <br />Nowthen, which proposes to reconstruct the street extensions on the opposing side of the political boundary <br />between Ramsey and Nowthen in 2024. Employing Hakanson Anderson for design services on this project will <br />therefore result in a seamless and more cost-effective design by minimizing the overall design schedule due to <br />having one consulting engineering firm completing the design on streets in both cities, thereby minimizing design <br />coordination efforts. This will also ensure that the survey data used to design the projects in Ramsery and <br />Nowthen is consistent and seamless. <br />All three improvements have either streets or driveways located in the City of Nowthen, which are connected to <br />City of Ramsey streets. In the case of Ford Brook Estates 3-d and Rodeo Hills Estates, the access to Nowthen only <br />comes from Ramsey streets. Because of this, City Staff proposes to coordinate with the City of Nowthen, who has <br />shown interest in timing their improvements with the City of Ramsey. Shane Nelson with Hakanson Anderson is <br />also the City Engineer for the City of Nowthen, which is ideal for project coordination. <br />The street improvements proposed with this project are identified in the City's current 10-year CIP for <br />construction in 2024. It can be funded using a combination of Pavement Management Funds (Bonding / Tax <br />Levy) and Storm Water Utility Funds. Staff combined the subdivisions into a single stand-alone project due to the <br />location and similar project scopes. Staff proposes to bid and award 2024 projects as close together as practical, <br />which generally allows for a better bidding environment for the City.
