5. 21. <br />CC Regular Session <br />Meeting Date: <br />08/22/2023 <br />Primary Strategic Plan Initiative: Address infrastructure needs. <br />Information <br />Title <br />Adopt Resolution #23-200 Ordering Plans and Specifications for MSA Xkimo Street Reconstruction, <br />Improvement Project #24-05 <br />Purpose/Background: <br />Purpose: <br />The purpose of this case is to adopt Resolution #23-200 ordering plans and specifications for MSA Xkimo Street <br />Reconstruction, Improvement Project #24-05. <br />Background: <br />The 2023 — 2032 Capital Improvement Program (CIP) identifies Xkimo Street between Trunk Highway 47 and <br />142nd Avenue for street reconstruction in 2024. A street segment summary for this project is attached to this case. <br />Project Scope <br />This project proposes to reconstruct Municipal State Aid (MSA) Xkimo Street between Trunk Highway 47 and <br />142nd Avenue. Xkimo Street is a 41-foot wide urban section street with concrete curb and gutter and sidewalk on <br />the west side of the street. The east side of the street is commercial including an office building, a gas station, and <br />3 vacant lots. The east side of the street is residential including 6 driveways and 3 small cul-de-sac side streets. <br />The street totals 0.29 miles in length. MSA traffic counts indicate an annual daily traffic count of 2,050 vehicles. <br />Sanitary sewer, watermain and storm sewer exist within the project area. Staff is not aware of any issues with the <br />existing municipal utilities. During project design Staff proposes to clean and video the sanitary sewer and storm <br />sewer pipes and structure, as well as leak test the watermain pipes, valves and hydrants. If issues are found, Staff <br />will make a recommendation to either perform repairs prior to the street reconstruction project or during the <br />project, depending on the type and severity of the issue. With the age of the existing municipal utilities, Staff <br />generally anticipates the useful life will last the anticipated 60-year design life of the street improvements. <br />The project is proposing to only perform spot concrete curb and gutter replacements, and perform the full -depth <br />reclamation process. Based on the assumed sub -soil conditions, a pavement section of 4-inches new bituminous <br />over 6-inches recycled aggregate base should meet the required 10-ton MSA pavement strength design <br />requirements. This will be further explored during project design, which will include obtaining a geotechnical <br />report of the project area. <br />Additional Permitting <br />Xkimo Street is an MSA street, which requires review and approval by the MnDOT MSA department prior to <br />bidding the project. Additionally, some work will need to occur within the MnDOT right of way along Trunk <br />Highway 47, with potential impacts to the existing traffic signal system. Work within the MnDOT right of way <br />requires additional right of way permitting, in this case it will include review and approves from the MnDOT <br />traffic signal department as well. <br />Project Timelines <br />Staff is proposing to not prepare plans and specifications for this project. A proposal from Hakanson Anderson <br />for engineering design services, including preparing final plans and specifications, is attached to this case. <br />
