The following are the proposed general project timelines: <br />August 22, 2023 <br />Sep — Oct 2023 <br />Oct 2023 — Jan 2024 <br />Jan 2024 <br />Feb — Mar 2024 <br />May — June 2024 <br />Summer 2024 <br />City Council authorization to prepare plans and specifications <br />Geotechnical investigation and topographic survey (Hakanson Anderson) <br />Prepare plans and specifications (Hakanson Anderson) <br />City Council approves plans, authorizes bidding <br />Bid opening, City Council awards contracts <br />Begin Construction <br />Finish Construction <br />Hakanson Anderson Design Services <br />Due to the 2024 project design workload as proposed in the 2023 — 2032 CIP, City Staff does not have the <br />capacity to prepare plans and specifications for these improvements in time to bid the project in late winter / early <br />spring and be ready for early season construction. Hakanson Anderson has provided a proposal for engineering <br />design services including; coordinating project investigation, topographic survey, project design and bidding <br />services, permitting, preparation of project documents and final plans. The proposal does not include construction <br />inspection or construction administration, these are proposed to be performed by City Staff. The proposal total <br />cost for Improvement Project 24-05 are $ 3 8,000, and are included in the 23-percent indirect project costs <br />associated with these improvements. Engineering design services qualify for reimbursement through Municipal <br />State Aid Funds. <br />Staff requested a proposal from Hakanson Anderson for contracted design services for this project to help <br />minimize staffs effort for coordinating contracted design services for 2024 Pavement Management Program <br />projects. Coordinating work with more than one engineering consultant takes more effort than working with a <br />single consultant. <br />The street improvements proposed with this project are identified in the City's current 10-year CIP for <br />construction in 2024. It can be funded using a combination of Municipal State Aid Funds and Storm Water Utility <br />Funds. If additional work on sanitary sewer or watermain is discovered during project design, associated work is <br />proposed to be paid through the respective utility funds. This project is proposed to be constructed as a stand-alone <br />project. Staff proposes to bid and award 2024 projects as close together as practical, which generally allows for a <br />better bidding environment for the City. This project is necessary, feasible, and cost-effective from an engineering <br />standpoint, and can be constructed as proposed herein. <br />Notification: <br />If City Council orders plans and specifications for this improvement project, Staff will send notification letters to <br />residents impacted by these improvements. <br />Observations/Alternatives: <br />Observations: <br />Estimates are CIP level and will be updated during the design process. <br />Alternatives: <br />Motion to adopt Resolution #23-200 ordering plans and specifications for MSA Xkimo Street Reconstruction, <br />Improvement Project #24-05. <br />Funding Source: <br />Funding for this improvement is proposed to come from Municipal State Aid Funds and Storm Water Utility <br />Funds. <br />Funding Source jiroJect Costs <br />Municipal State Aid Funds $439,350 <br />
