CC Regular Session <br />Meeting Date: <br />Primary Strategic Plan Initiative: <br />7. 3. <br />08/22/2023 <br />Create a positive image for residential neighborhoods, business districts and key <br />corridors. <br />Information <br />Title: <br />Introduction of Ordinance #23-16 Amendment to Chapter 26, Article XIV. Rental Residential Dwelling Units. <br />Purpose/Background: <br />At the January 24, 2023 City Council work session, there was a discussion on crime -free housing as part of the <br />strategic plan. At that time, staff was to move forward to discuss crime -free housing and an inspection program at <br />a future work session. <br />At the February 14, 2023 work session, crime free housing and an inspection program were discussed; staff was <br />directed to draft a rental housing inspection ordinance, along with associated fees needed for the implementation <br />of the program. <br />At the March 28, 2023 work session, staff brought forward a draft ordinance that was discussed in detail. At that <br />time, the City Council directed staff to come back to discuss proposed fee amounts to cover the implementation of <br />the program. <br />At the July 25, 2023 work session, rental license fees were discussed and staff was given direction to prepare fees <br />for the 2024 Fee Schedule to cover the costs associated with a rental inspection program and to require the annual <br />renewal of rental licenses. <br />If a crime free housing and rental inspection program is formally adopted by City Council, as part of the <br />inspection program, a rental housing inspector will be hired in 2024. Staff recommends the inspector be hired <br />later than April 2024. This will allow the Code Enforcement Officer to train the inspector for approximately a <br />month before the regular nuisance code issues increase, and the Code Enforcement Officer will then be focusing <br />on those duties. <br />The draft of Ordinance #23-16 is attached for your review. <br />Notification: <br />If the ordinance is adopted in September 2023, rental license holders will be notified of the changes that will be <br />effective on January 1, 2024. <br />Time Frame/Observations/Alternatives: <br />If the ordinance is introduced, it will be placed on the September 12, 2023 City Council for formal adoption or <br />denial. If adopted, the ordinance will be published for 30 days and will become effective on January 1, 2024. <br />City Council may consider the following options: <br />1. Motion to introduce the ordinance with no changes <br />2. Motion to introduce the ordinance with changes <br />3. Motion of a different alternative <br />Funding Source: <br />
