1 b. Make written findings that the variance is consistent with the purpose of this section, <br />2 as follows: <br />3 1. The extent, location and intensity of the variance will be in substantial compliance <br />4 with the MRCCA plan; <br />5 2. The variance is consistent with the character and management purpose of the <br />6 MRCCA district in which it is located; <br />7 3. The variance will not be detrimental to PCAs and PRCVs nor will it contribute to <br />8 negative incremental impacts to PCAs and PRCVs when considered in the context <br />9 of past, present and reasonable future actions; and <br />10 4. The variance will not negatively impact (other MRCCA plan -identified resources). <br />11 (4) Conditional and interim use permits. All conditional and interim uses, required under this <br />12 section, must comply with Minn. Stats. § 462.3595 and must consider the potential impacts <br />13 on primary conservation areas, public river corridor views, and other resources identified in <br />14 the MRCCA plan. In reviewing the application, the City of Ramsey shall: <br />15 a. Evaluate the impacts to these resources and if negative impacts are found, require <br />16 conditions to mitigate the impacts that are related to and proportional to the impacts, <br />17 consistent with Section 235 of this chapter and <br />18 b. Make written findings that the conditional use is consistent with the purpose of this <br />19 section, as follows: <br />20 1. The extent, location and intensity of the conditional use will be in substantial <br />21 compliance with the MRCCA plan; <br />22 2. The conditional use is consistent with the character and management purpose of <br />23 the MRCCA district in which it is located; <br />24 3. The conditional use will not be detrimental to PCAs and PRCVs nor will it <br />25 contribute to negative incremental impacts to PCAs and PRCVs when considered <br />26 in the context of past, present and reasonable future actions; and <br />27 4. The conditional use will not negatively impact (other MRCCA plan -identified <br />28 resources). <br />29 (5) Conditions of approval. The City of Ramsey shall evaluate the impacts to PCAs, PRCVs, and <br />30 other resources identified in the MRCCA plan, and if negative impacts are found, require <br />31 conditions to mitigate the impacts that are related to and proportional to the impacts. <br />32 Mitigation may include: <br />33 a. Restoration of vegetation identified as "vegetation restoration priorities" identified in <br />34 the MRCCA plan; <br />35 b. Preservation of existing vegetation; <br />36 c. Stormwater runoff management; <br />37 d. Reducing impervious surface; <br />38 e. Increasing structure setbacks; <br />39 f. Wetland and drainageway restoration and/or preservation; and <br />40 g. And other conservation measures. <br />41 (6) Application materials. Applications for permits and discretionary actions required under this <br />42 section must submit the following information unless the zoning administrator determines <br />43 that the information is not needed: <br />44 a. A detailed project description; and <br />45 b. Scaled maps and plans, dimensional renderings, maintenance agreements, and other <br />46 materials that identify and describe: <br />47 1. Primary conservation areas; <br />48 2. Public river corridor views; <br />49 3. Buildable area; <br />Page 101 of 160 <br />
