Where building heights exceed the height limits specified in section 920(F)(2) as <br />2 part of the conditional use or variance process, adjoining local governments within <br />3 the MRCCA, including those with overlapping jurisdiction and those across the river. <br />4 c. Notice of final decisions for actions in section 920(C)(7), including findings of fact, must <br />5 be sent to the Commissioner, the National Park Service, and adjoining local governments <br />6 within the MRCCA within ten days of the final decision. <br />7 d. Requests to amend district boundaries must follow the provisions in Minnesota Rules, <br />8 part 6106.0100, Subp. 9, Item C. <br />9 e. The DNR will be notified at time of application submittal of master plans, PUDs, <br />10 preliminary, and final plats. <br />11 (9) Accommodating disabilities. Reasonable accommodations for ramps or other facilities to <br />12 provide persons with disabilities access to the persons' property, as required by the federal <br />13 Americans with Disabilities Act and the federal Fair Housing Act and as provided by Minnesota <br />14 Rules, chapter 1341, must: <br />15 a. Comply with sections 920(F) to (L); or <br />16 b. If sections 920(F) to (L) cannot be complied with, ramps or other facilities are allowed <br />17 with an administrative permit provided: <br />18 1. The permit terminates on either a specific date or upon occurrence of a particular <br />19 event related to the person requiring accommodation; and <br />20 2. Upon expiration of the permit, the ramp or other facilities must be removed. <br />21 (D) MRCCA districts. <br />22 (1) Purpose. The purpose of this section is to establish districts under which building height and <br />23 structure placement are regulated to protect and enhance the Mississippi River's resources <br />24 and features consistent with the natural and built character of each district. <br />25 (2) District description and management purpose. The MRCCA within the City of Ramsey is <br />26 divided into the following MRCCA districts: <br />27 a. Rural and Open Space (ROS). <br />28 1. Description. The ROS District is characterized by rural and low -density <br />29 development patterns and land uses, and includes land that is riparian or visible <br />30 from the river, as well as large, undeveloped tracts of high ecological and scenic <br />31 value, floodplain, and undeveloped islands. Many primary conservation areas <br />32 exist in the district. <br />33 2. Management purpose. The ROS District must be managed to sustain and restore <br />34 the rural and natural character of the corridor and to protect and enhance <br />35 habitat, parks and open space, public river corridor views, and scenic, natural, <br />36 and historic areas. <br />37 b. River Neighborhood (RN). <br />38 1. Description. The RN District is characterized by primarily residential <br />39 neighborhoods that are riparian or readily visible from the river or that abut <br />40 riparian parkland. The district includes parks and open space, limited commercial <br />41 development, marinas, and related land uses. <br />42 2. Management purpose. The RN District must be managed to maintain the <br />43 character of the river corridor within the context of existing residential and <br />44 related neighborhood development, and to protect and enhance habitat, parks <br />45 and open space, public river corridor views, and scenic, natural, and historic <br />46 areas. Minimizing erosion and the flow of untreated storm water into the river <br />47 and enhancing habitat and shoreline vegetation are priorities in the district. <br />48 Separated from River (SR). <br />Page 103 of 160 <br />
