1 f. Public stairways, lift, and lan gs must be designed as provided in section 117- <br />2 148(g)(4)c (stairways, lift and landings). <br />3 (I) Vegetation management. <br />4 (1) Purpose. To establish standards that sustain and enhance the biological and ecological <br />5 functions of vegetation; preserve the natural character and topography of the MRCCA; and <br />6 maintain stability of bluffs and steep slopes and ensure stability of other erosion -prone areas. <br />7 (2) Applicability. This section applies to: <br />8 a. Shore impact zones; <br />9 b. Areas within 50 feet of a wetland or natural drainage way; <br />10 c. Bluff impact zones; <br />11 d. Areas of native plant communities; and <br />12 e. Significant existing vegetative stands identified in the MRCCA plan. <br />13 (3) Activities allowed without a vegetation permit. <br />14 a. Maintenance of existing lawns, landscaping and gardens; <br />15 b. Removal of vegetation in emergency situations as determined by the City of Ramsey; <br />16 c. Right-of-way maintenance for public facilities meeting the standards section 117- <br />17 148(h)(3) (right of way maintenance standards); <br />18 d. Agricultural and forestry activities meeting the standards of sections 117 148(c)(2) <br />19 (un-dcrIying zoning <br />20 e. Selective vegetation removal, provided that vegetative cover remains consistent with <br />21 the management purpose of the MRCCA District, including: <br />22 1. Vegetation that is dead, diseased, dying, or hazardous; <br />23 2. To prevent the spread of diseases or insect pests; <br />24 3. Individual trees and shrubs; and <br />25 4. Removal of invasive non-native species. <br />26 (4) Activities allowed with a vegetation permit. <br />27 a. The following intensive vegetation clearing activities are allowed with a vegetation <br />28 permit: <br />29 1. Clearing of vegetation that is dead, diseased, dying, or hazardous. <br />30 2. Clearing to prevent the spread of diseases or insect pests. <br />31 3. Clearing to remove invasive non-native species. <br />32 4. Clearing to prepare for restoration and erosion control management activities <br />33 consistent with a plan approved by City of Ramsey. <br />34 5. The minimum necessary for development that is allowed with a building permit <br />35 or as an exemption under section 920(L). <br />36 b. Conditions of vegetation permit approval: <br />37 1. Development is sited to minimize removal of or disturbance to natural <br />38 vegetation; <br />39 2. Soil, slope stability, and hydrologic conditions are suitable for the proposed work <br />40 as determined by a professional engineer or City of Ramsey; <br />41 3. Clearing is the minimum necessary and designed to blend with the natural terrain <br />42 and minimize visual impacts to public river corridor views; <br />43 4. Any native plant communities removed are replaced with vegetation that <br />44 provides equivalent biological and ecological functions consistent with an <br />45 approved vegetation restoration plan as provided in section 117 148(i)(6) <br />46 kctati•on restoration plan). If replaced, priorities for restoration are <br />47 stabilization of erodible soils, restoration or enhancement of shoreline <br />48 vegetation, and revegetation of bluffs or steep slopes visible from the river; <br />Page 111 of 160 <br />
