1 •e. The following recreational uses shall require certification approval by the commissioner: <br />2 1. Governmental campgrounds. <br />3 2. Private campgrounds. <br />4 3. Public accesses, road access type with boat launching facilities. <br />5 1. Public accesses, trail aeecss type, <br />6 Temporary docks. <br />7 6. Other governmental e-pcn space recreational uses. <br />8 (F) Enforcement. It is declared unlawful for any person to violate any of the terms and provisions of this <br />9 subdivision. Violation thereof shall be a misdemeanor. Each day that a violation is permitted to exist <br />10 shall constitute a separate offense. <br />11 (1) In the event of a violation or a threatened violation of this subdivision, the city or the <br />12 commissioner of natural resources, in addition to other remedies may institute appropriate <br />13 actions or proceedings to prevent, restrain, or abate such violations or threatened violations. <br />14 (2) Any taxpayer of the city may institute mandamus proceedings in the district court to compel <br />15 specific performance by the proper official of any duty required by this subdivision. <br />16 <br />17 960 Tower Overlay District <br />18 Tower Overlay District. the intent of this district is to accommodate the communication needs of residents <br />19 and business, while protecting the public health, safety, and general welfare of the community. The Tower <br />20 Overlay District must not be applied to the Wild and Scenic River, Mississippi River Corridor Critical Area, <br />21 or Shoreland Overlays. <br />22 <br />23 970 Highway 10 Signage Overlay District <br />24 Highway 10 Signage Overlay District means is a district for purposes of allowing additional signage in a <br />25 specified area due to limited visibility created by overpasses on Highway 10, described as all <br />26 eommefcially business zoned property located within 750 feet of the centerline of Highway 10 between <br />27 the eastern border of the City of Ramsey and the centerline of Llama Street. Parcels located within the <br />28 COR Zoning District are excluded from this overlay district, as sign regulations for that district are <br />29 located in a separate section of the City Code. <br />30 <br />31 980 Game Fair Parking Overlay District <br />32 The "GI Game Fair parking overlay district," is established as shown on the official zoning map <br />33 accompanying this code chapter. Notwithstanding the provisions of section 460 to the contrary, Game <br />34 Fair parking on residentially zoned property may be permitted in required side and front yards only during <br />35 the period of the annual "Game Fair" event conducted by Armstrong Kennels. <br />36 <br />37 990 Wellhead Protection Overlay District <br />38 In order to protect the City's drinking water supply, the following additional standards apply to certain <br />39 uses located within the Wellhead Protection Overlay District. <br />40 <br />41 (A) Gas Station, CNG Fuel Sales must have the following: <br />42 (1) Double walled storage tanks with corrosion protection. <br />43 (2) Spill protection to catch spills that may occur during delivery of products. <br />44 (3) Overfill protection including automatic shutoff devices, overfill alarms and ball float valves <br />45 or approved equal. <br />46 (4) Leak detection, including interstitial monitoring of the double walled tank. <br />47 (5) Product release monitoring, including installation of groundwater monitoring wells and <br />48 monthly monitoring of these wells will be required only after a reportable leak or spill has <br />49 been detected. <br />Page 159 of 160 <br />
