1 (D) Term of conditional interim use permit for personal use heliport. Conditional Interim use permits for <br />2 personal use heliports shall be temporary in nature and shall be granted to a designated person <br />3 who either resides on the property or has written permission from the property owner to utilize the <br />4 property for a heliport. Permits are not transferable from person to person or from address to <br />5 address. <br />6 (E) Termination of permit. A permit shall terminate upon the occurrence of any of the following events, <br />7 whichever occurs first: <br />8 (1) The expiration date stated in the permit, -4. any; <br />9 {2) A-v+olation of conditions and subsequent revocation of permit in accordance with procedures <br />10 provided for in section 117 51 for revocation of conditional use permits; e- <br />11 (3) Unless otherwise specified by the city council at the time it is authorized, a permit shall expire <br />12 without further notice to the permittee if: <br />13 a. The use is not initiated within 12 months of the date of city council approval; or <br />14 b. The permit is discontinued for a continuous 12-month period; unless a written request <br />15 for an extension of time has been received and approved by the city council prior to the <br />16 expiration of the original permit. <br />17 <br />18 <br />19 350 Tree Preservation <br />20 Sections 350 through 354 pertain to tree preservation within the City of Ramsey. <br />21 <br />22 351 Tree Preservation Purpose and Intent <br />23 (A) Purpose. The city council finds it is in the best interest of the city to protect, preserve, and enhance <br />24 the natural environment by encouraging a resourceful and prudent approach to development and <br />25 alteration of wooded areas. The city council also recognizes that some amount of tree loss is an <br />26 inevitable consequence of the development process. The tree preservation regulations herein <br />27 attempt to maintain a balance between one's rights to develop property with the needs and desires <br />28 of the community to protect the natural environment. The purposc of this on is to -enhance <br />29 thc community-a-td its citizenry, and not to be punitive or to cause hardship to any individual, <br />30 private or public-eompany, <br />31 (6) Intent and Objectives. The intent of this section is to provide support the preservation and <br />32 protection of significant trees, or stands of trees, to promote the orderly development of such areas <br />33 and minimize public and private losses. The following regulations address fclating to the removal <br />34 of trees associated with new development. The city council finds that the following objectives are <br />35 important to achieve the purpose and intent of this division in achieving these goals: <br />36 (1) To continue to seek recognition as a Tree City U.S.A. and to take all reasonable steps to <br />37 promote planting and conservation of trees throughout the city; <br />38 {2) To promote good deign in new areas and provide sensitive and--eompati c inf+l-1 <br />39 development in existing-eommer-cial areas; <br />40 {3) Te-eontrol epidemic trcc diseases and inject infestations which threaten the-kalth of trccs <br />41 intheeommunity <br />42 4) To provide regulations that cnsure c placement of trees along thc street right of way for <br />43 the purposc of protecting against excessive noise, heat, and— gyre, and to enhance the <br />44 attractiveness and value of property; <br />45 {5) Te-ensure that land&caping is an integral part of development, not an afterthought; <br />46 {-6) To foster and support community forest pre -grams and encourage good trcc management; <br />47 <br />48 (2) To maintain and preserve the many benefits that trees provide including, but not limited to, <br />49 the following: <br />Page 44 of 160 <br />
