1 licensed professional engineer indicating the existing structure or tower's suitability to accept <br />2 the antenna, and the proposed method of affixing the antenna to the structure. Complete <br />3 details of all fixtures and couplings, and the precise point of attachment shall be indicated. <br />4 (2) The replacement of an existing light pole or lighting standard in order to accommodate the <br />5 placement of an antenna thereon shall be approved by issuance of a building permit based <br />6 upon administrative review. <br />7 (0) Interference with public safety telecommunications. No new or existing telecommunications service <br />8 shall interfere with public safety telecommunications, in accordance with the rules and regulations <br />9 of the Federal Communications Commission. Before the introduction of new service or changes in <br />10 existing service, telecommunication providers shall notify the city at least ten calendar days in <br />11 advance of such changes and allow the city to monitor interference levels during the testing process. <br />12 (P Additional submittal requirements. In addition to the information required elsewhere in this Code, <br />13 development applications for towers shall include the following supplemental information: <br />14 (1) A report from a qualified and licensed professional engineer which: <br />15 a. Describes the tower height and design including a cross section and elevation; <br />16 b. Documents the height above grade for all potential mounting positions for collocated <br />17 antennas and the minimum separation distances between antennas; <br />18 c. Describes the tower's capacity, including the number and type of antennas that it can <br />19 accommodate; and <br />20 d. Includes other information necessary to evaluate the request. <br />21 (2) For all commercial wireless telecommunication service towers, a letter of intent committing <br />22 the tower owner and 4I-is successors to allow the shared use of the tower if an additional user <br />23 agrees in writing to meet reasonable terms and conditions for shared use. <br />24 (3) Before the issuance of a building permit, the following supplemental information shall be <br />25 submitted: <br />26 a. Affirmation that the proposed tower will comply with any applicable regulations <br />27 administered by the Federal Aviation Administration; and <br />28 b. A report from a qualified and licensed professional engineer which demonstrates the <br />29 tower's compliance with the aforementioned structural and electrical (but not radio <br />30 frequency) standards. <br />31 (Q) Antennas designed for private reception of television and radio signals. Private antennas designed <br />32 for reception of television and reception and transmission of radio signals, including antennas (less <br />33 than 60 feet in height if free standing and 15 feet in height if roof mounted) used for amateur or <br />34 recreational purposes, provided they are not located in a front yard and do not infringe upon <br />35 requirements of the Federal Aviation Administration, shall be exempt from the provisions of this <br />36 section. Antennas that are intended to be 60 feet or more in height if free standing and 15 feet or <br />37 more in height if roof -mounted shall require a conditional use permit from the city. <br />38 (R) Existing antennas and towers. Antennas and towers in existence as of July 14, 1997, which do not <br />39 conform to or comply with this section a-c subject to the following provisions: <br />40 1) Towers may continue in use for the purpose now used and as now existing but may not be <br />41 replaced or materially altered without complying in all respects with this section. <br />42 <br />43 <br />44 400 Residential Districts <br />45 <br />46 410 Residential Districts Established and Purpose <br />47 The following residential districts (UR, RR, R-1A, R-1B, R-1C, R-2, and R-3) are hereby established according <br />48 their purpose and the intent of the Comprehensive Plan.
