Mr. Norman replied no, this is a global study.

Commissioner LaMere asked if it is the intent we will adhere to the findings.

Mr. Norman responded it is a study - maybe this Council won't use any of the ideas - and
maybe the next Council will. The intent is the long range blue print - it can be used for many
years to come.

Commissioner Fischer commented that long range planning is great but you also need to have a
five year plan, a ten year plan, etc. Sometimes things end up having to happen sooner rather than
later.

COMMISSION INPUT

1. Schedule Charter Commission Meeting

Consensus of the Commission was to schedule the next Charter Commission meeting for
Monday, May 22, 2006, at 6:30 p.m. It will be to strictly discuss Chapter 8 and review the
language brought forth by the City Attorney.

Chairperson Vogt suggested the Commission Input portion could be to set the agenda(s) for the
fall of the year. The topics could include review of Chapter 4.5, review of State Statute 4.10 and
4.12, review of the organizational study, and receipt of the model charter discussed at the
meeting with Kevin Frazell of the League.

ADJOURNMENT

Consensus of the Commission was to adjourn the meeting.

The Charter Commission meeting was adjourned at 7:47 p.m.

Respectfully submitted,

Jo Ann M. Thieling
City Clerk

William K. Goodrich
City Attorney

Charter Commission - April 27, 2006
