Rud and Sons and Street <br />and Utility plans received May 12, 2006 and prepared by TEC Design for the development to be known as Rum <br />River Meadows. We offer the following comments: <br /> <br />1. General. The final plat is proposing to develop a 23-unit detached to~vnhome development northeast <br /> Potassium St. and south o£ 157m Lane. <br /> <br />Zoning. The subject property is zoned R-1 Single Family. City, Code states that in the R-I' district, <br />to~vnhomes are permitted at a density not to exceed 4 units per acre if a Planned Unit Development (PUD) is <br />processed. Oti July 26, 2005, the Ramsey City Council adopted findings of fact supporting the rezoing of the <br />parcel to PUD and introduced an ordinance to rezone the subject property to PUD. Approval of this <br />preliminary plat is contingent on the City adopting the ordinance to rezone the subject property to PUD. <br /> <br />3. Density. The R-1 District states that density is allowed up to 3 units per acre, or 4 units per acre through tire <br /> PUD process. The preliminary plat is proposing to plat 23 detached townhouse u~its on 10 acres with a net <br /> density or'3.3 units per acre. Since Rum River Meadows is intended to be a PUD, this density is allowed. <br /> <br />Platting, The residential development is proposing 23 single unit detached townhomes. The lots being <br />created as part of the plat will contain the detached townhome units and a few feet of green space around the <br />units. The majority of the green and open space will be contained on Lot 1, Block 17 and Lot 8, Block 2. <br />Both of these lots will be held in common by the l-tome Oxxmers Association that will be created Ibr the <br />development. <br /> <br />Lot Standards. As part of the PUD; the applicant has asked for deviations from certain City Code <br />recluirements. Under the City Code governing PUDs, this is pm~itted as approved by the: City Council.
