City Administrator Norman indicated he talked to the Shade Tree developer today~ The developer indicated he has concerns, but would be willing to work with the Council regarding the ~iscusscd changes, but Ils thinks the additional extension to CR 5 wot~ld be at City cost. Couacilmcmber Elvig inquired if the developer would be w411ing to take on the majority of cost on Potassium Street where he will benefit with direct access. Community Development Director Trudgeon replied the preliminary discussion was cautionary between Shade Tree, National Growth, and City participation of construction of the road. Some of the initiaI discussion was that the developer would contribute towards Potassium Street. Mayor Gamec noted there will be about 190 trees eliminated by Quicksilver being extended. Motion by Councilmember Elvig, seconded by Councihnember Jeffi'ey, that the ibllowing motion adopted by the Council on June 14, 2005, to-wit: That the following street aligmnent be incorporated for the preliminary plat and site plan approval of Shade Tree Cottages: Keep the general aligranent of Potassimn Street with thc s/reel moved as much as possible to the west, to improve Potassium Street to a minimum standard width wkh a mininrnm impact. Be R/ESCINDED and replaced with following motion to-wit: Motion to instt'uct City Staff' to undertake the following tasks in order to address transportation needs in the area of Nowthcn Boulevard (CSAH), Old Nowthen, Potassim2 Street and Alpine Drive. a. Keep the new Potassium Street road alignment as far west as possible and construct it to 24' (curb to cra'b) in width, with the west side curb to be concrete and the east side to be bituminous curb. b. Require the establishment of a temporary public road access from Quicksilver Circle to C SA [I $ through the 'Shtlde Tree Collages. development conditioned on the affected property owners on Potassium Street agreeing in writing to convey tbe necessary easement Ibr the new Potassium Street road alignment to tile City by September 1, 2005. c. StalT is directed to negotiate first rights of refz~sal with the property owners of the four properties located on the NE comer of County #5 m~d Alpine Road for purposes of acquiring roadway easements tbr a routing from Potassium to AIpine with the purpose being the eventual closure of all accesses on County #5 from 157th to Alpine Road, including tile closure of the temporary public road access fi'om Quicksilver Circle to CSAH 5 described in (b) above. cl. Close and cul-de-sac the southerly access to CSAH 5 from Nowthen Boulevard. ]?m'ther discussion: Councilmember Strommen stated one problem is being substituted for anolher by closing the south emi of old CR 5, and they are creating a dangerous intersection.
