Assistant Community Development Director Frolik advised several factors must be considered
regarding this request. First, while the site of the RVs and travel trailers is more secluded than in
past instances, the property is zoned R.-1 Residential. Off-street parking regulations pertaining to
ureter vehicles and/or equipment on residentially zoned parcels prohibit parking them on a parcel
nnless they arc owned or leased by a person residing on the properly or owned or leased by the
employer of a person residing on the property. Neither of which is occurring with this request.
Ms. f:rolik stated secondly, interim use perm/ts, by definition, are limited to a maximum
runoff'amc of five years. While this is the first interim use~p~rmir request by RV World. Inc., as
well as t}~c first request for this particular property, the inter'ira ~e permits issued to B & A
C) lindcr were, ['or ali intents and purposes, obtained-!£gr RV.::W.,gr!d. -~This raises the question of
lmw the five year time limit is applied, and whethe:r'it'is only:applicable to au applicant to the
su >j ecl prope ty of a request" or fbr the intended'i~se of a pe~it(P .:- i~ ~.i(i ,,

Assistant Community Development Director Frdlik i~iicat~ staff has'~ee~"af~pfing to work
with sevcral o f the RV dealerships along Highway 10 to a~ddress the issue of ~rpln's merchandise
bcim~ displayed and/or stored on unimproved surfaqeg..The}:glpal is to get the properties to
comply with current zoning regulations that require merch/~hdise to:?e stored on an improved
surface with curbing. Ms. Fro ik
advised il" the Plaanin~ Cmumission is 1hclined to, recommend approval of this request, Staff
would encourage a lesser timefi'ame than the five year term roqttested.

C~t~zcn Input - -:

Cory Moiner, General Mann,.er of'RV World_ stated this is a temporary fix until RV World is
able to secure a bigger lot. which is getrirtg harder and harder to do in this area. At this time they
need a location to s~ore surplus merchandise;. He thought he did a good job of finding the most
sechtded so:et in Ramsey to hide the trailgt:s;'b6t apparently there Was someone that didn't like it.
'File permit was applied ib~: after the ~het.' 'From his understanding the storage location is zoned
residential. Zoning Coordinator Chris Anderson also informed him there is no longer
agricultm'al zomng in Ramsey.' This piece of land where RV World is storing their smplus
merchamlisc is on a 160 ace piece that is owned by Joe Nathe, in which the storage consumes a
little ~l>Ot o'n Mr. Nathc's land; The closest two houses to the east are over ¼ mile away, and the
trailers are blocked by Mr. Nathe's areenhouse. The only road the trailers can be seen from is
Riverdale Boulevard, and you need re look past everyone else's inventm.'y and through a row of
trees to see thc trailers. Mr. Moiner stated RV World has outgrown their facility. They support
24 employees. If they are not able to utilize this storag~ area until they are able to expand they
will need to cut inventory in half, cut staff in half, and will not be able to service the general
public as well as they have been. RV World is in the process of t~ing to find a spot to relocate.

Chairpers{m Nixt noted the staff summary indicates that this site is used for storage and display.
fie asked il'sales are being done at this site.

Plannitlg Comraission/May 4, 2006
-167-
