5. 9. <br />CC Regular Session <br />Meeting Date: 09/12/2023 <br />Primary Strategic Plan Initiative: Improve the safety and mobility of transportation corridors. <br />Information <br />Title <br />Adopt Resolution #23-172 Approving MnDOT Cooperative Construction Agreement # 1052605 for Ramsey <br />Gateway Highway 10 Improvements <br />Purpose/Background: <br />Purpose: <br />The purpose of this case is to adopt Resolution #23-172 approving MnDOT Cooperative Construction Agreement <br /># 1052605 for Ramsey Gateway Highway 10 Improvements. <br />Background: <br />Anoka County proposes to construct grade -separation improvements on CSAH 56 (Ramsey Blvd) and CSAH 57 <br />(Sunfish Lake Blvd) at the BNSF Railway and U.S. Highway 10 crossings to improve traffic operations and <br />safety. The proposed improvements were designed and will be constructed in partnership with the City of <br />Ramsey and the Minnesota Department of Transportation (MnDOT). This project has been designated as the <br />Ramsey Gateway Highway 10 Improvements, City Improvement Project #20-11. <br />The proposed improvements generally include reconstructing portions of U.S. Highway 10/169, CSAH <br />56/Ramsey Boulevard, CSAH 57/Sunfish Lake Boulevard, and Riverdale Drive; constructing new frontage roads <br />to remove private accesses onto Highway 10; constructing sidewalks, trails and pedestrian curb ramps; <br />constructing bridges and roundabouts; extending/reconstructing municipal utilities; constructing a temporary <br />traffic control signal system; establishing turf; and installing striping and signing. <br />Construction of the Ramsey Gateway Highway 10 Improvements project began this Summer with temporary <br />widening improvements, and is proposed to conclude in 2026, with the vast majority of work occurring in 2024 <br />(primarily on Sunfish Lake Boulevard) and 2025 (primarily on Ramsey Boulevard). <br />The Ramsey Gateway Highway 10 Improvements project was recently bid and Anoka County is currently in the <br />process of awarding a construction contract to the lowest responsible bidder. To memorialize cost sharing splits <br />and maintenance responsibilities, MnDOT prepared attached Cooperative Construction Agreement # 1052605. In <br />general, this agreement provides for payment by the City to the State of the City's share of the costs of the <br />construction engineering in connection with the City water main and sanitary sewer construction, as well as to <br />define the City's maintenance responsibilities for various infrastructure constructed as part of the Ramsey <br />Gateway Highway 10 improvements project. <br />Also attached is a copy of the cover letter that accompanied MnDOT Cooperative Construction Agreement <br /># 1052605 when submitted to the City for review and comment. <br />Upon adoption of Resolution #23-172, a certified copy of the Resolution will be submitted to MnDOT, along with <br />a copy of MnDOT CCA #1052001 with City signatures. <br />Notification: <br />N/A <br />
