better site with the services required by ACCAP with better access to transportation, etc. Would <br />that be acceptable? <br /> <br />Mr. Johnson said that would be fine, it would probably meet their needs as long as the <br />commitment to TIF funding did not exclude any sites. <br /> <br />Councilmember Haas Steffen asked if the recommendation could restrict the size to not more <br />than 40 units. <br /> <br />Mr. Johnson said that would be acceptable. <br /> <br />Mr. Hardin asked ifACCAP was locked in to the property. <br /> <br />Mr. Johnson stated that the purchase agreement is contingent upon City approval. <br /> <br />Mr. Hardin stated that he also has concerns that this site is not the most suitable for this project, <br />but that he is very confident that ACCAP would be a good developer of this type of housing and <br />that past dealings with them have shown them to be very responsible and capable. Mr. Hardin <br />asked if the project in Coon Rapids was the same as this one as far as the twin-home design. <br /> <br />Mr. Johnson stated that it was. <br /> <br />Mr. Hardin also asked what the cost would be to have a two-car garage rather than a one and <br />one-half car garage on the two-bedroom units. <br /> <br />Mr. Johnson stated that them were architectural barriers to that option. <br /> <br />Mr. Hardin restated his support of the concept of providing this type of low-income housing in <br />Ramsey, but he also believes that perhaps an area closer to the industrial park and transportation <br />may be better at another site. <br /> <br />ACCAP said that this is not necessarily the site that was far and above any other site, it was <br />marginally the best site. The reasons for this site could be further communicated to the City <br />further on in the process, but that the site selection could be revisited. <br /> <br />Councilmember Haas Steffen stated that she wanted to reiterate her support as did Mr. Hardin in <br />ACCAP as a quality developer and a professional non-profit organization. She stated that there <br />is a lack of affordable housing for the youth of Ramsey, those that are young adults, just out of <br />school and are trying to become independent in their housing, and even for employees of the <br />businesses in the industrial parks. Although she supports this type of project, she has concerns <br />on the amount of projects such as this and the particular location. <br /> <br />Mr. Kent stated that he would entertain a motion that included recommendation to approve the <br />TIF funding for this project with the site to be determined and with a maximum of 40 units. <br /> <br />Economic Development Authority/January 12, 1999 <br /> Page 10 ofll <br /> <br /> <br />
