introduced the following and moved for its adoption: <br /> <br />RESOLUTION 79- 84 <br /> <br /> CITY OF RAMSEY <br /> ANOKA COUNTY <br />STATE OF MINNESOTA <br /> <br /> WHEREAS, the City Council of Ramsey, Minnesota desires to comply with the <br />Federal Water Pollution Control Act, the rules and regulations of the United <br />States Environmental Protection Agency, and the rules of the Minnesota Pollution <br />Control Agency relative to the spill prevention control and containment of <br />discharges of sewage, chemicals, petroleum products or any other environmentally <br />hazardous material to the navigable waters of the United States, and <br /> <br /> WHEREAS, said City Council deems it in the best interest of the City of <br />Ramsey to adopt a spill prevention control and containment plan for the preven- <br />tion and control of environmentally hazardous materials. <br /> <br /> NOW THEREFORE BE IT RESOLVED THAT THE CITY OF RAMSEY'S spill prevention <br />control and containment plan is as follows: <br /> <br />1) SPILL POTENTIAL <br /> <br /> The City of Ramsey, which is bordered by the Mississippi River <br />on the south and the Rum River on the east has recently experienced rapid <br />development requiring construction of drainage outlets to both of the rivers. <br />These outlets provide direct routes for spills of environmentally hazardous <br />materials to both the Rum and Mississippi Rivers. The most probable sources <br />of spillage are: <br /> <br />Spill during the filling operation of underground fuel tanks. <br />Spill from failure in wall intergrity of truck mounted tanks. <br />Spill from failure in truck mounted tank fittings. <br />Spill during the filling of truck mounted tanks. <br />Leakage from the underground tanks. <br />Leakage from vehicles. <br />Improper handling of chemicals. <br /> <br />2) ALERT PROCEDURES FOR SPILLS <br /> <br /> In the event of a willful or accidental spill of any sewage, <br />chemicals, petroleum products or any other environmentally hazardous material, <br />the person or persons responsible or having knowledge thereof shall immediately <br />notify the Ramsey City police Department at (612) 427-1212 who shall put into <br />effect the following coordinated plan. <br /> <br />The Minnesota Pollution Control Agency (MPCA) will be immediately notified by <br />calling the 24 hour telephone number: <br /> <br />(612) 296-7373 <br /> <br /> <br />
