Councilman Cox introduced the following resolution and moved for its <br />adoption: <br /> <br />RESOLUTION 80-71 <br /> <br />RESOLUTION ON MINNESOTA C0~BfONITIES: PLANNING FOR THE FUTURE <br /> <br /> WHEREAS, the City Comacil of the City of Ramsey, Anoka County, <br />State of Mi~mesota endorses the Governor's Forum for Minnesota Commmnities: <br />Planning for the Future. The Ramsey City Council wants to see positive <br />steps taken in this planning forum in the following areas: <br /> <br />-- Legislation enacted to eliminate the vast inequities <br /> in the distribution of State Local Aids to communities. <br /> <br />-- Legislation enacted to eliminate tax laws that <br /> industry to locate in our State and industry that is <br /> located here to grow. Currently, our State tax laws <br /> create the opposite. <br /> <br />Legislation enacted to eliminate higher government man- <br />dated programs such as planning studies which create <br />enormous tax burdens on the citizens of those respective <br />communities. <br /> <br />Legislation enacted to allow the grass root government <br />system that is elected by its local citizens to make the <br />decisions for the respective communities. Presently, <br />these are being usurped by big government (Metro Council, <br />State government and Federal government) <br /> <br /> WHEREAS, the City Council of the City of Ramsey, Anoka County, <br />State of Minnesota recognize the need for energy conservation they have <br />difficulty in understanding certain legislation in this area: <br /> <br />Legislation that state out state communities do not need <br />to have a building inspector to inspect their new homes <br />to insure that they are meeting energy codes on all new <br />construction on residential/commercial. <br /> <br />-- Energy is going to be a major problem for farmers, in- <br /> dustry, commercial and residential use. <br /> <br /> WHEREAS, the City Council of the City of Ramsey, Anoka Comqty, <br />State of Minnesota agrees that transportation is a very serious factor <br />in the future for the State of Minnesota. <br /> <br />Due to the fact that llinnesota is a very large State with <br />many roads to maintain this is going to be a very serious <br />factor cost wise. <br /> <br /> <br />
