WHEREAS, the City Council of the City of Ramsey, Anoka County, <br />State of Minnesota, agrees that the Minnesota Education system is a vital <br />issue. However, it feels that the State is going to have to come to grips <br />on the number of colleges and state universities it can afford to maintain. <br /> <br />NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF TKE CITY OF RAMSEY, <br />STATE OF MINNESOTA, as follows: <br /> <br /> 1) Legislation regarding certain State laws that create serious <br />inequities or growth problems: <br /> <br />a) <br /> <br />Request legislation that will create equitable distri- <br />bution of State Local Aids to all communities in our <br />State of Minnesota. State Legislative Body and the <br />Governor's Office admit there are very serious in- <br />equities in this law but do nothing about it. However, <br />this attitude is costing cities like the City of Ramsey <br />a lot of tax dollars. <br /> <br />b) Request legislation that eliminates tax structures that <br /> discourages commercial and industrial growth. <br /> <br />c) Revise real estate tax laws. <br /> <br />d) <br /> <br />Request legislation be enacted that when higher govern- <br />ment such as Metro Council, State or Federal mandate ex- <br />pensive legislative programs to municipal government <br />that they pick up the costs of doing these programs. <br /> <br />e) Request that higher form of government, Metro Council, <br /> State, Federal provide only guideline statutes but not <br /> set policy laws for municipal government in areas <br /> strictly of a municipal jurisdiction. <br /> <br /> 2) Legislation regarding energy the City of Ramsey feels should <br />be accomplished: <br /> <br />a) Legislation that allows out state communities to <br /> eliminate the building inspection should be eliminated <br /> to all communities should be subject to the Minnesota <br /> Code. Inasmuch as energy is a critical issue, we see <br /> this not being recognized by the out state communities. <br /> <br />The legislative body and Governor's office should <br />create a comprehensive energy study on the future of <br />energy in Minnesota and how it will affect the farmer, <br />industry, co~nercial, residential and overall quality <br />of life in the State of Minnesota. <br /> <br /> 3) Transportation system in the State of Minnesota should <br />establish priority roads and better use of railroads. Again, major planning <br />should be done to lay out feasible rail centers in Minnesota for grain <br />elevators, etc. <br /> <br /> <br />
