It is even questionable if Minnesota will be able to maintain its vast road network with present costs. Consequently, City Council of Ramsey recommends that an indepth study be done before too many dollars are spent on road systems that can't be maintained in the future. 4) Education system in the State of Minnesota, the Ramsey City Council recommends the following: a) Local level school districts (elementary and secondary) should be monitored to see that they do pr6per planning. Where these school districts want to increase costs but proper planning is not being accomplished, the district should be made to shoulder the total additional cost they created. State University and Colleges should be monitored very carefully and where enrollments don't warrant the main- taining of these higher education institutions, they should be closed. The City Council of Ramsey recommends that the State Legislative Body and Governor's Office initiate a comprehensive study on the feasibility of maintaining all the higher education facilities in the State of Minnesota. 5) The Ramsey City Council wants that this forum for Minnesota Communities: Planning For the Future demand that State Legislators and Governor's Office enact laws that do not create inequities to certain com-. munities and where the situation exists it is corrected by special legis- lation. This situation currently exists in the State of Minnesota. The motion for the adoption of the foregoing resolution was duly seconded by Councilman Mickelson and upon vote being taken thereon, the following voted in favor thereof: Mayor Gamec, Councilmen Sorteberg, l~ckelson, Reimann and Cox and the following voted against the same: None whereupon said resolution was declared duly passed and adopted by the Ramsey City Council this the 22nd day of July, 1980.
