Councilmember Reimann introduced the following resolution and moved for <br />its adoption: <br /> <br />RESOLUTION #81-65 <br /> <br />A JOINT RESOLUTION BETWEEN THE CAB CITIES OF ANDOVER, ANOKA, BROOKLYN <br />PARK, CHAMPLIN AND RAMSEY RECOMMENDING THE INSTALLATION OF THE CAB <br />SANITARY SEWER INTERCEPTOR AND ABANDONING THE ANOKA WASTE WATER TREATMENT <br />PLANT <br /> <br /> WHEREAS, the CAB Cities of Andover, Anoka, Brooklyn Fark, <br />Champlin and Ramsey have jointly pursued a program of studies, reviews, <br />public hearings and subsequent alternative proposals to achieve a mutually <br />accepted sanitary sewer collection and disposal system which had resulted <br />in the preparation of the CAB Area "Position Paper"; and <br /> <br /> WHEREAS, the studies, public hearings and alternative system <br />proposals for a CAB Area Sanitary Waste Program are under the control of <br />the Metropolitan Council, Metropolitan Waste Control Commission and the <br />Minnesota Pollution Control Agency as the jurisdictional agencies; and <br /> <br /> WHEREAS, these controlling agencies have utilized extensive <br />public funding in accordance with sections 201 and 208 of the Federal <br />Water Pollution Control Act (PL 92-500); and <br /> <br /> WHEREAS, the 201 Northwest Area Study, completed by the Metro- <br />politan Waste Control Commission, reviewed all available alternatives for <br />a CAB Area sanitary sewer collection and disposal system and recommended <br />the adoption of Alternative No. 31; and <br /> <br /> WHEREAS, the Systemwide Analysis 201 Study for the entire <br />Metropolitan Area supported the Northwest Area Study and also recommended <br />the adoption of Alternative No. 13 for the CAB Service Area; and <br /> <br /> WHEREAS, all of the CAB Area Cities supported and recommended <br />the adoption of Alternative No. 31 as the program to serve the CAB communi- <br />ties with a sanitary sewer collection and disposal system; and <br /> <br /> WHEREAS, the Metropolitan Council has continued to study the <br />various CAB Area alternatives and is considering the approval of Alternative <br />No. 17 of the Northwest Area 201 Study; and <br /> <br /> WHEREAS, Alternative No. 17 requires extensive upgrading and <br />utilization of the Anoka Waste Water Treatment Plant (AWWTP); and <br /> <br /> WHEREAS, Alternative No. 31 includes a program for the near future <br />abandonment of the AWWTP, and utilizes the CAB Interceptor to convey the <br />sanitary wastes to the Metropolitan Treatment Plant for disposal; and <br /> <br /> WHEREAS, the Anoka Waste Water Treatment Plant has the capacity <br />for minor improvements to accommodate the projected flows to 2.46 MGD; and <br /> <br /> WHEREAS, the projected plant capacity of 2.46 MGD will serve the <br />Anoka and Ramsey growth until the year 1987; and <br /> <br /> <br />
