WHEREAS, the "Lower" CAB Interceptor will be in service under <br />the recommended Alternative No. 31, by the year 1984, and will be capable <br />of transporting these and other area sanitary wastes to the existing <br />interceptor in Brooklyn Park and then to the Metropolitan Treatment Plant; <br />and <br /> <br /> WHEREAS, the Metropolitan Council has established a public <br />hearing for June 25, 1981, to consider proposed amendments to the Water <br />Quality Management Guide/Policy Plan; and <br /> <br /> WHEREAS, the Metropolitan Waste Control Commission has approved <br />and submitted a new 201 Fac~_litie$ Plan as p~rt of their 1982-1986 Develop- <br />ment Program for a sanitary sewer system that includes the installation of <br />the CAB Interceptor under Alternative No. 31; and <br /> <br /> WHEREAS, the Physical Development Committee's proposed recommen- <br />dations for revising the Policy Plan states that "The Metropolitan Waste <br />Control Commission should include in its 1982-1986 Development Program a <br />project to expand the existing Anoka Waste Water Treatment Plant to 5.3 MGD <br />(twice the original plant size), as indicated for Alternative No. 17, of <br />the Northwest Area 201 Study, and to add the additional changes to make the <br />Policy Plan consistent with the above." <br /> <br />NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL, CITY OF RAMSEY, ANOKA <br />COUNTY, STATE OF MINNESOTA that the City of Ramsey does hereby adopt the <br />"Position Statement, Cities of Andover-Anoka-Brooklyn Park-Champlin and <br />Ramsey," as a response to the Proposed Amendments to the Water Quality Plan <br />and present the Statement at the public hearing on June 25, 1981; and <br /> <br /> FURTHER BE IT RESOLVED that the Metropolitan Council accept and <br />adopt the following recommended Amendments to the Water Quality Management <br />Policy Plan, adopted March 9, 1979: <br /> <br />1) <br /> <br />The first two paragraphs under "Recommendations" for the <br />Mississippi River Treatment Plants and Service Areas, (page 57) <br />of the Water Quality Plan, be deleted and replaced by the <br />following: <br /> <br />The Metropolitan Waste Control Commission included in its <br />1982-1986 Development Program a project to phase out the <br />Anoka Waste Water Treatment Plant by the year 1987, as recom- <br />mended in Alternative No. 31 of the Northwest Area 201 Study, <br />AND make the other necessary changes in the Policy Plan to <br />be consistent with Alternative No. 31. <br /> <br />2) The third paragraph under "Recommendations," referenced <br /> above, should be deleted and replaced by the following: <br /> <br />1981-1984 Period. Construction of Alternative No. 31 should <br />be approved as part of the Metropolitan Waste Control Commis- <br />sion Development Program and the Capital Budget should be <br />approved for the completion of the "Upper" and "Lower" CAB <br /> <br /> <br />
