Councilmember Cox introduced the following resolution and moved for <br />its adoption: <br /> <br />RESOLUTION #81-196 <br /> <br />RESOLUTION REQUESTING THE REPEAL OP THE FISCAL DISPARITIES kCT <br /> <br /> ~-IEREAS, the City Council, City of Ramsey, Anoka County, State <br />of Minnesota is opposed to State tax laws that are discriminatory to any <br />segment of the business, industrial, or trade sectors of the State of <br />Minnesota; and <br /> <br /> WHEREAS, even though the City of Ramsey benefits from the Fiscal <br />Disparities Statute, it is still opposed to this negative and discriminatory <br />statute for the following reasons: <br /> <br /> 1) It is a law which has a discriminatory and adverse effect on <br />the existing commercial and industrial segment of the entire Metropolitan <br />Area. <br /> <br /> 2) It is a law that has a negative affect on potential commercial <br />and industrial development in the Metropolitan Area. <br /> <br /> 3) It is a law that destroys the incentive of energetic Metro- <br />politan Area communities to seek commercial and industrial development in <br />their respective communities as it is an added tax burden only on business <br />and commercial properties. <br /> <br /> 4) It is not an equal tax but rather it is a tax on a minority - <br />the commercial and business segment of our economy, <br /> <br /> WHEREAS, even though the City of Ramsey benefits from certain parts <br />of the Fiscal Disparities Act, the Act's negative aspects far outweigh its <br />benefits to the City of Ramsey; and <br /> <br /> WHEREAS, at the local government level, we as City Councilmembers <br />see day-to-day the particular tax problems confronting our small businessman <br />and the almost stifling affect these taxes have on the businessman's opera- <br />tions, and in fact their very existence particularly during this present <br />recession; and <br /> <br /> WHEREAS, the quality of life here in Minnesota for every citizen <br />is directly affected by the failure of a single business in the State. This <br />is true because of the obvious loss of employment, and lack of need for ser- <br />vices and materials in addition to the tax revenue loss. <br /> <br />NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL, CITY OF RAMSEY~ ANOKA <br />COUNTY, STATE OF MINNESOTA, as follows: <br /> <br /> 1) That the Governor of the State of Minnesota request the legisla- <br />tive body of the State to repeal the Fiscal Disparities Act and that this be <br />accomplished during the 1982 Legislative Session and that this be done for the <br />following reasons: <br /> <br /> <br />
