Councilmember Cox introduced the following Resolution and moved for its adoption: <br /> <br /> RESOLUTION 82-108 <br />City of Ramsey <br />Anoka County, Minnesota <br /> <br /> WHEREAS, Anoka County is presently developing an inventory of landfills in Anoka <br />County as directed by the Minnesota Legislature's 1980 Waste Management Act; and <br /> <br /> WHEREAS, the Metropolitan Council is currently reviewing Anoka County's proposed <br />landfill sites for suitability; and <br /> <br /> WHEREAS, Anoka County has proposed a landfill in the City of Ramsey known as <br />Site P; and <br /> <br /> WHEREAS, there is presently a landfill being operated in the City of Ramsey <br />consisting of approximately eighty (80) acres which site is legally described as <br />follows: <br /> <br />The South one half of the Southeast one quarter of Section 22, Township 32, <br />Range 25, Anoka County; <br /> <br />and <br /> <br /> WHEREAS, the City of Anoka has fee title to the above described parcel along <br />with fee title to the adjacent southerly eighty (80) acres which eighty (80) acres is <br />legally described as follows: <br /> <br />The North one half of the Northeast one quarter of Section 27, Township 32, <br />Range 25, Anoka County, Minnesota; <br /> <br />and <br /> <br /> WHEREAS, the City of Ramsey had no input into the selection of the City of <br />Anoka's landfill located in Ramsey when it was first originated nor has the City of <br />Ramsey been a party to the control and operation of said site during its existence, <br />the reason being that the City of Ramsey at the time of the establishment of the Site <br />was a township and had no power to defend its rights against the incorporated City of <br />Anoka; and <br /> <br /> WHEREAS, both of the above legally described parcels are subject to a contract <br />to convey title from the City of Anoka to the City of Ramsey; and <br /> <br /> WHEREAS, the City Council of the City of Ramsey has not taken a position on <br />whether or not to oppose or support the proposed Site P; and <br /> <br /> WHEREAS, there has been uncertainty in the area and size of the proposed Site P <br />by the various agencies involved in Site P's selection; and <br /> <br /> WHEREAS, even though the Ramsey City Council has not taken a formal position on <br />Site P, it appears to said Council that if a landfill is mandated into the City of <br />Ramsey such a site ought to include all of the land owned by the City of Anoka <br />including the present eighty (80) acres on which a fill site presently exists; and <br /> <br /> <br />
