WHEREAS, the Ramsey City Council receives continuous and numerous inquiries <br />regarding the existing landfill being operated on a part of Site P plus the expanded <br />landfill which is intended to be the entire Site P; and <br /> <br /> WHEREAS, the Ramsey City Council has not been advised by Anoka County and/or the <br />Metropolitan Council as to the public health aspect of Site P relating to potential <br />ground water pollution and other potentially hazardous environmental conditions; and <br /> <br /> WHEREAS, in addition to public health concerns Ramsey has questions relating to <br />the economic impact of Site P on the City of Ramsey, including the following specific <br />questions: <br /> <br /> 1. What effect on the City's property tax structure will taking the <br />approximate 400 acres of Site P off the City's property tax rolls have in light of <br />the fact that this is prime industrial land which already has industrial zoning? <br /> <br /> 2. Because of the loss of Site P from the City's property tax rolls, will <br />the City's residents suffer a property tax disadvantage in relation to other County <br />residents in whose municipalities landfills are not located? <br /> <br /> 3. Will the City be able to specially assess Site P's 400 acres the same as <br />other property in the City when public improvements such as sanitary sewer are <br />brought into the City? If the answer to this question is no, then how will this <br />affect the cost of public improvements to Ramsey's residents? <br /> <br /> 4. What effect will the contemplated well restriction within two miles of <br />the site have on the market value of developable property within that two mile area <br />and will this restriction cause a relocation of any municipal wells creating <br />additional expense to the Ramsey residents? <br /> <br /> 5. What is the reason that the existing dump site has been deleted from <br />Site P consideration and what then will be the status of this existing site? <br />Shouldn't this site be included in the total "package" for consideration? <br /> <br /> 6. What impact will the City of Ramsey's official decision on whether or <br />not to support Site P have on the final selection or rejection of Site P? <br /> <br /> 7. How will adjacent landowners be compensated for decreased property value <br />resulting from the landfill's expansion? <br /> <br /> 8. What will be the total economic impact of Site P on the residents of the <br />City of Ramsey? <br /> <br /> 9. What will be the total environmental impact of Site P on the residents <br />of the City of Ramsey? <br /> <br />NOW, THEREFORE, BE IT RESOLVED by the Ramsey City Council as follows: <br /> <br /> 1. That the Metropolitan Council is hereby requested to retain at its expense <br />an independent private consultant to answer the questions posed by this resolution <br />and that no further action be taken on the selection of Site P until the consultant's <br />report has been prepared and examined by all parties. <br /> <br /> <br />
