Mediation Hearing <br /> <br />May 4, 1984 <br /> <br />Commencing 0945 hrs. <br /> <br />Mediator: Gary Rogers <br /> <br />In attendance: Lloyd Schnelle, Mike Auspos, Mike Eason, Roland Miles <br /> <br />Mediator's Recommendations: ~ <br /> \ / <br />All members of the bargaining group having four (4) years of service as of January '1,~i984 <br />will receive immediately upon acceptance of the labor agreement by both parties, City <br />and union, 3% above their top patrol rate, as of January 1, 1984 and such 3% will be paid <br />retroactive to that date, When the agreed upon battery of tests are designed and approved <br />by both parties, all personnel eligible for the four year step, or any other step, will take <br />the tests, Upon successful completion of the testing, those eligible for and receiving the <br />3% adjustment will continue to receive that amount until January 1, 1988, or until they <br />become eligible for another pay step and that pay step will be based on the 1984 top patrol <br />rate. Those eligible for the 5°~ increase at the time of testing, upon successful completion, <br />will begin to receive that amount (based on top patrol for 1984) at the start of the next <br />scheduled pay peri.od and will receive that amount until January 1, 1988. If any officer <br />fails to successfully complete any portion of the test battery, 'the 3% and/or 5% increase <br />will cease to be received, or will not be initiated, as the case may be, and that/those <br />officer(s) will enter into the agreed upon retesting procedure as outlined in attachment <br />Proficiency Pay Program. contained herein. <br /> <br />For purposes of this agreement, Officers D. Gustafson and D. T. Anderson will be deemed <br />eligible,' at the time of the first testing period as previously referred to, for testing for <br />the 5% step. <br /> <br />The parties further agree that on January 1, 1988, the following pay plan shall be in effect <br />and shall supercede the previous paragraphs "A" and "B" of Attachment "A": <br /> <br />After four years of service <br />After eight years of service <br />After twelve years of service <br />After sixteen years of service <br /> <br />3% of top patrol rate <br />5% of top patrol rate <br />7% of top patrol rate <br />9% of top patrol rate <br /> <br />I[ is further agreed that the testing procedure as previously outlined will continue in effect <br />in conjunction with the rate change of January 1, 1988 allowing for any mutually agreed <br />upon substantive changes, additions or deletions in the tests. <br /> <br /> <br />
