Councilmember Peterson moved the adoption of the following resolution: <br /> <br />RESOLUTION 91~04-086 <br /> <br />RESOLUTION ADOPTING FINDINGS OF FACT 0295 RELATED TO ALUMINUM <br />RECYCLING, INC.'S REQUEST FOR A CONDITIONAL USE PERMIT FOR AN <br />ALUMINUM PROCESSING PLANT IN THE B-W DISTRICT. <br /> <br />BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF RAMSEY, ANOKA <br />COUNTY, STATE OF MINNESOTA, as follows: <br /> <br />That Mr. Glenn Rychner, hereinafter referred to as the "Applicant", properly <br />applied for a conditional use permit to develop and operate an aluminum <br />processing plant on February 22, 1991. <br /> <br />That the Applicant appeared before the Planning and Zoning Commission for a <br />public hearing pursuant to Section 9.03.04 of the Ramsey City Code on March <br />21, 1991 and that said public hearing was properly advertised and that the <br />minutes of said public hearing are hereby incorporated by reference. <br /> <br />That the subject property is generally located on 142nd Avenue N.W. and is <br />legally described as follows: <br /> <br />Lot 2, Block 1, Gateway North Industrial Park Plat I. <br /> <br />That the subject parcel is approximately 2.58 acres in size with a 55' utility <br />easement traversing the south portion of the parcel. <br /> <br />That the subject parcel is located in the B/W Business Warehouse District <br />within the conditionally approved Urban Service Area (MUSA). <br /> <br />That the adjacent parcels are zoned B/W Business Warehouse and those south <br />of the BN tracks are zoned commercial. <br /> <br />City Code 9.21.24 states that the purpose of the "B-W" Business/Warehousing <br />District is to provide for the mix of typically large volumes or bulk commercial <br />goods and services, and wholesale/warehouse activities. <br /> <br />The use as proposed is not consistent with City Code 9.21.24 in that industrial <br />type activities allowed within the B-W District shall be limited to those which <br />can compatibility exist with and be adjacent to commercial retail uses. <br /> <br /> <br />
