10. <br /> <br />11. <br /> <br />12. <br /> <br />13. <br /> <br />14. <br /> <br />15. <br /> <br />16. <br /> <br />17. <br /> <br />Subd. 4 of the B-W portion of the City Code allows for open and outdoor <br />storage as a conditional use with certain provisions, however, the City Code <br />does not state that disassembly, production operations, or processing <br />operations are permitted outside as a conditional use. <br /> <br />That the use could be considered compatible with adjacent commercial retail <br />uses only if all operations are conducted within a fully enclosed building. <br /> <br />That the Applicant has submitted supporting documents dated February 22, <br />1991 as follow: <br /> <br />History of Business <br />Operational Plan <br />Site Plan (not dated) <br />Architectural plans dated 3/18/91 (two sheets) <br /> <br />The identified supporting documents are incorporated herein by reference. <br /> <br />That a conditional use permit has been issued in the City of Ramsey at 14050 <br />Basalt Street N.W. for an aluminum processing facility. <br /> <br />That the Applicant has stated that he will receive and process aluminum and <br />other non-hazardous metals with aluminum constituting approximately 90% of <br />the metals received and that approximately 90% or more of the material will be <br />melted. <br /> <br />That the Applicant has identified operating equipment as two melt furnaces, a <br />small articulating loader, forklift, tractor loader and a crane with magnet. <br /> <br />That the feedstock for aluminum processing stated by the Applicant would <br />consist of aluminum pickings from landfills, aluminum parts from automobile <br />engines and transmissions, scrap dealers and private citizens. <br /> <br />That the operational plan indicates that most feedstock would be ready for <br />melting as received and would go directly to a melt furnace, aluminum is <br />separated from other metals, cast into ingots and then moved to outside <br />storage for cooling. <br /> <br />That the application does not state that the Applicant will provide redemption <br />services, offer services for collection or otherwise encourage the receipt of <br />metals or other scrap materials but that the Applicant has stated to staff <br />(3/15/91 meeting) and to the Planning and Zoning Commission (3/21/91) that <br />he will not offer collection/redemption services or receive scrap metals other <br />than aluminum from the general public. <br /> <br /> <br />
