The Permit Holder shall store all feedstock material with oil or fluid residues <br />inside a building within leakproof containers so as to minimize potential stormwater runoff <br />contamination. <br /> <br />Melt Fornsc¢ Fuels. The burning of off spec waste oil, transmission oils, or other waste oils <br />is prohibited for operation of the melt furnaces excepting petroleum derived used oil, more <br />specifically, industrial or automotive oil which does not contain: 1) any hazardous waste <br />listed in Minn. Rules part 7045.0135; 2) any wastes specified in Minn. Rules part <br />7045.0131 as hazardous for characteristics other than ignitability and lead content; or 3) more <br />than 0.5 percent halogens (elemental, excluding inorganic halogens). All site improvements shall comply with City Codes. <br /> <br />Hazardous Waste Incineration. No hazardous wastes, as defined by the U.S. Environmental <br />Protection Agency or Minnesota Pollution Control Agency (MPCA) shall be burned at the <br />facility. <br /> <br />Ash. All ash from the facility shall be removed from the site on a regular basis, shall not be <br />stockpiled in excess of 35 tons on the property, shall be stored inside a building and shall be <br />processed by a lawful processor or deposited in a U.S. Environmental Protection agency <br />approved landfill. All ash residue shall be removed from the site in a covered, contained <br />load. <br /> <br />Ash Disposal. Prior to the date this permit becomes effective, Permit Holder shall submit a <br />copy of the written agreement or certification from the designated ash processing and/or <br />disposal facility that said facility is willing to accept the ash. The Permit Holder shall notify <br />the City of any change in ash processing/disposal facilities within 30 days of such change. <br /> <br />Wire Processing. The Permit Holder shall not process wire by melt operations on the site. <br /> <br />Control of Operations. All hauling, processing, separating, disposal and other activities <br />incidental to the aluminum precessing operation shall be conducted in conformance w/th state <br />and federal regulations and in accordance with the applicable requirements of the Performance <br />Standards of the City Code and B/W Business Warehouse District. Operations must be <br />conducted so as to minimize noise, safety, smoke, odors or other nuisance concerns to <br />adjacent properties. <br /> <br />Pest Control. Insects and rodents on the site shall be controlled and exterminated as needed <br />and additional control may be directed by the City Inspector subject to all applicable laws, <br />rules and regulations. <br /> <br />Litter Control. The Permit Holder shall be responsible for removing debris caused by <br />vehicles using the aluminum processing facility. Debris removal activities shall be instituted <br /> <br /> <br />
