In the event the Permit Holder fails to <br />remove debris within 24 hours of notice of accumulation by the City, the City may cause such <br />debris to be removed. The City shall bill the cost of such removal to the Permit Holder and <br />payment shall be remitted within 30 days of the date of such billing. Visual checks for debris <br />accumulation shall be made at least once daily by employees of the Permit Holder. <br /> <br />Aluminum Processing Equipment. All equipment and vehicles utilized in the conduct of <br />business at Aluminum Recycling, Inc. shall be periodically inspected and maintained to <br />minimize noise, odors, safety and fire safety concerns and to assure optimum pollution <br />control. <br /> <br />Water Ouality. Surface waters originating outside and passing through or adjacent to the site <br />and run off water discharged from the site shall, at its point of departure from the site, meet <br />all applicable federal, state, local and water management organization water quality standards <br />as they exist from time to time during the period of this CUP. The operator shall perform any <br />water treatment necessary to comply with applicable water quality standards as they exist: <br />from time to time during the period of this CUP. Grading and drainage plans shall be <br />submitted to and approved by the City Engineer. Berming and retention basins shall be <br />installed as necessary to control run off. <br /> <br />Screening. The Permit Holder agrees to screen exterior storage of materials in the aluminum <br />processing facility from public view. The Permit Holder shall submit a screening and <br />landscape plan to the City for approval prior to commencing processing operations. Such <br />screening shall be achieved using grading, landscape elements, and/or plant materials which <br />will achieve at least 90% opacity. Exterior storage of accepted material is prohibited unless <br />properly screened from public view. <br /> <br />Off-Street Parking. Off-street parking shall be provided such that there is at least one parking <br />space for each employee on the maximum working shift (six) plus two spaces for visitor <br />parking. <br /> <br />Pavement Surfacing. All trailer storage areas, parking areas, loading docks, and driveways <br />shall be surfaced with bituminous or concrete. <br /> <br />Scope and Conduct of Operations. The operations permitted by this CUP may be performed <br />on the Subject Property in conformance with existing statutory and regulatory authority and <br />requirements of the City, Anoka County, Minnesota ("County"), and the Minnesota Pollution <br />Control Agency ("MPCA"). <br /> <br />Furnaces. This permit shall be issued allowing for the use of two melt furnaces as described <br />by the Applicant in the CUP application support information submitted February 22, 1991. <br />An increase in furnace capacity or a third melt furnace shall not be added to the operation <br />without application and approval of a new CUP. <br /> <br />Site Qonditions. The Permit Holder shall regularly police the area open or visible to the public <br />so as to keep it in a neat, orderly, sanitary and aesthetic condition at all times. <br /> <br />.Site Security_. The Permit Holder shall erect a security gate and restrict access to the site after <br />business hours to minimize the occurrence of unauthorized drop off of waste materials. <br /> <br /> <br />
