Council have approved the land use change in the Comprehensive Plan. The City Council <br />conducted a public hearing and adopted findings of fact regarding the rezoning of the property to <br />implement the land use changes. In accordance with the approved preliminary plat, the existing <br />City Hall driveway to Alpine Drive NW will be converted and constructed as a public road <br />(Helium Street NW). Connection is also shown with 152na Lane NW to the east. A future <br />connection is being platted for eventual connection with 152na Avenue NW to the east. Staff did <br />receive comment from Anoka County regarding the proposed street configuration and accesses. <br />Anoka County does not support utilizing an access from the plat onto Nowthen Boulevard, either <br />temporary or permanent. City Staff maintains the position to require access onto Nowthen <br />Boulevard as a second outlet for the neighborhood. The County has also recommended that the <br />access from the dental clinic on Nowthen Boulevard be eliminated and replaced on a street <br />interior to the plat. City Staff's response was that this is an existing access and is not desirable to <br />access a commercial site through a residential neighborhood. The County is requiring the <br />construction of north and south bound right and left turn lanes at Alpine Drive. <br /> <br />Mayor Gamec inquired if an agreement had been reached with landowners to the south. <br /> <br />City Attorney Goodrich replied that an agreement is still being negotiated, therefore, an approval <br />should be contingent upon a final agreement being reached. <br /> <br />Mayor Gamec inquired if the developer was going to postpone the construction of two of the <br />houses until the move is completed. <br /> <br />Community Development Director Trudgeon replied that was correct. <br /> <br />Mayor Gamec inquired if money will be escrowed to continue the road in the future. <br /> <br />Civil Engineer II Linton explained that street will end at the lot marked "exception", which is not <br />under control of the development, but the street will continue through that lot once it is acquired. <br /> <br />Mayor Gamec inquired if that will impact the City's access. <br /> <br />Mr. Linton replied no. <br /> <br />Community Development Director Trudgeon reviewed the language that is included in the <br />agreement pertaining to the two lots that will not be constructed until the appropriate time <br />relating to access. <br /> <br />Councilmember Jeffrey inquired if the City will still have two entrance/exits to the site. <br /> <br />Mr. Trudgeon explained that the driveway that currently exists will be converted to a public road <br />and the other current access will be considered a temporary access. <br /> <br />Councilmember Jeffrey inquired if changes will be made to the road to accommodate the <br />additional traffic. <br /> <br />City Council / February 28, 2006 <br /> Page 8 of 18 <br /> <br /> <br />
