Mr. Trudgeon reviewed the County's recommendation and the City's response. He noted that it <br />was an excellent point that they should be looking at what improvements should be made to <br />accommodate the additional traffic. <br /> <br />Councilmember Elvig noted that he received a letter from Mrs. Asmussen, 15029 Helium Street <br />NW, in regards to traffic concerns. Mr. Elvig inquired if the width and sidewalks will continue <br />into the existing developments. <br /> <br />Mr. Trudgeon explained that there has not been any discussion about bringing sidewalks into the <br />Pondvale Estates development, but that is something they could look at. <br /> <br />Mayor Game replied that continuing the sidewalks would be logical. <br /> <br />Mr. Linton explained that Brandseth development has sewer and water, but the Pondvale <br />development does not. If sidewalks were constructed most of it would have to be torn up if City <br />sewer and water is ever installed. <br /> <br />Mayor Gamec replied that it still makes sense to at least look into the feasibility of it. <br /> <br />Councilmember Elvig suggested scheduling a meeting with the residents of the Pondvale <br />development. <br /> <br />Councilmember Strommen expressed concem with increasing traffic along C.R. #5. She <br />questioned if there was any way the City could negotiate with the County to paint C.R. #5 for not <br />passing in this area. <br /> <br />Mayor Gamec noted that it should be striped for no passing all the way to Alpine Drive. <br /> <br />Motion by Councilmember Cook, seconded by Councilmember Olson, to adopt Resolution #06- <br />02-064 granting final plat and final site plan approval to Meadow, contingent upon compliance <br />with the City Staff Review Letter dated February 22, 2006, reaching a land swap agreement, and <br />entering into a development agreement with the City. <br /> <br />Further discussion: Councilmember Elvig stated that he would like to take some action on the <br />lower end of Helium. Mayor Gamec questioned if it was correct that there will only be one <br />access onto Nowthen Boulevard. Community Development Director Trudgeon explained that <br />there will also be an access through the subdivision, but it won't be as direct of a route. Mayor <br />Gamec stated that for all sense and purposes there will only be one emergency access for the <br />existing police and fire building. Councilmember Jeffrey replied that it was his understanding <br />there was going to be two access points for the police and tire. Civil Engineer Linton replied <br />that there will be two access points. Director of Public Works/Fire Chief Kapler noted that the <br />majority of the traffic goes to CR 5. Councilmember Jeffrey stated that if they only have one <br />direct access for the fire and police then they should be blocking the access from the other <br />surrounding developments temporarily. Councilmember Cook stated that the motion he made <br />was with the idea of there being two access points for police and fire. Councilmember Jeffrey <br />stated that he has a real concern with going from two access points to a congested one.
