Linton reviewed that them will be two access points out of the fire station building, with one
being temporary. Councilmember Cook replied that if that is the case he is comfortable with
that. The Council discussed the location of the temporary access. Mr. Kapler suggested that the
Council require that there be two access points and let the Engineers determine the best location.
Councilmember Elvig expressed concern with the cost of installing the temporary access. He
questioned if there was any possibility of holding off one or more additional homes so that they
could use existing grading and bituminous. Mayor Gamec recommended that staff review that
information. Assistant Director of Public Works Olson stated that there is no question that they
can provide a solution to the two access points to the existing fire station. They have some
flexibility to design something that will work. Councilmember Elvig expressed concern that
they may be faced with a $500,000 cost to construct a temporary access. If that is the case they
may need to postpone the building of additional homes. Assistant Director of Public Works
Olson stated that those are issues that Staff can work through to provide the most cost effective
solution. Obviously the lots are not going to be all built out in one year.

Motion was amended to direct staff to resolve the second access issue to the existing police and
fire facilities, which may include postponing the development of a lot.

Motion and amendment carried.
