Councilmember introduced the following resolution and moved for its adoption: RESOLUTION #23-237 RESOLUTION APPROVING PLANS AND SPECIFICATIONS AND AUTHORIZING ADVERTISEMENTS FOR BIDS FOR IMPROVEMENT PROJECT #21-08, WATER TREATMENT PLANT TRUNK WATERMAIN IMPROVEMENTS WHEREAS, pursuant to Ramsey City Council Resolution # 19-248 adopted October 8, 2019, five (5) proposals were accepted and a professional services contract was awarded to SEH, Inc. for the purpose of analyzing the City's municipal water supply system source water, developing a water system model, and preparing a preliminary design report for a centralized water treatment plant to ensure that the City's municipal water supply system will continue to provide adequate quantities of safe drinking water into the foreseeable future; and WHEREAS, pursuant to Ramsey City Council Resolution #21-061 adopted March 9, 2021, a professional services contract was awarded to SEH, Inc. for all design and construction services needed to allow the trunk watermain improvements needed to support the centralized water treatment plant to be designed, bid, and constructed before the water treatment plant is constructed; and WHEREAS, pursuant to Ramsey City Council Resolution #21-303 adopted October 26, 2021, final plans and specifications were approved and advertisements for bids were authorized for said improvements; and WHEREAS, pursuant to Ramsey City Council Resolution #22-003 adopted January 25, 2022, all bids were rejected and Staff was authorized to work with SEH, Inc. to revise the approved plans to reduce project costs and to monitor the bidding environment to identify the most favorable time to bid the project again; and WHEREAS, pursuant to Ramsey City Council Resolution #23-168 adopted July 25, 2023, a new Professional Services Agreement with SEH, Inc. was executed to revise the previously approved plans and to re -bid said improvements for 2024 construction in advance of the Water Treatment Plant commissioning in the Spring of 2025; and WHEREAS, funds required to pay for the trunk watermain improvements have been collected from municipal water supply users and are available to fund the proposed improvements, and WHEREAS, SEH, Inc. completed the revised plans and specifications for the purpose of advertising bids for said improvements to insure the Water Treatment Plant can be served by the six municipal wells in The COR by the Spring of 2025 when the plant is ready to be commissioned.
