CLASSIC. <br />2015 First Avenue, Anoka MN 55303 <br />Phone: (763) 576-2700 Website: www.anokaminnesota.com <br />CITY OF ANOKA, MINNESOTA <br />RESOLUTION <br />RES-2023-XXXX <br />RESOLUTION OF SUPPORT FOR THE 2024 CAPITAL BUDGET GENERAL <br />OBLIGATION BONDING REQUEST FOR THE ANOKA RUM RIVER DAM <br />RECONSTRUCTION AND MODIFICATION PROJECT <br />WHEREAS, the first timber dam was constructed in 1853, to provide power for the saw mills, <br />wood working plants, and cooper shops operating along the east bank of the Rum River; and <br />WHEREAS, beginning in 1880 the dam was used for power generation by the flour mill for 50 <br />mills. The dam was able to produce approximately 540kW of power without restricting the flow <br />of the river; and <br />WHEREAS, since the summer of 1891, timbers and flashboards were placed on the Dam at <br />Anoka for the purpose of raising the level of the Rum River; and <br />WHEREAS, pursuit to the Deed dated the 19th day of January, 1935, Pillsbury -Washburn Flour <br />Mills Company granted and deeded the flowage rights forever to the City of Anoka; and <br />WHEREAS, on the 11 th date of March, 1935, the City of Anoka purchased the Dam at Anoka <br />from Pillsbury -Washburn Flour Mills Company and became the sole owner of the dam; and <br />WHEREAS, City Council acknowledges the Anoka Rum River Dam Reconstruction and <br />Modification Project which includes installation of automated crest gates, maintenance platform, <br />hydropower, lock system, and other recreational activities to include river surfing below the <br />dam; and <br />WHEREAS, City of Anoka is the sole owner of the Rum River Dam located in the City of Anoka, <br />Anoka County; and <br />WHEREAS, the Anoka City Council identifies the Anoka Rum River Dam Reconstruction and <br />Modification Project as a priority project application for the 2024 Capital Budget process; and <br />AND WHEREAS, the project will have a regional impact on the north metropolitan area <br />benefiting communities in Anoka and Hennepin Counties including the cities of: Andover, <br />Ramsey, St. Francis, Coon Rapids, Brooklyn Park, Champlin, Dayton, Elk River and Otsego. <br />NOW, THEREFORE, BE IT RESOLVED, the City Council of the City of Anoka, Anoka, Minnesota, <br />does hereby, <br />1. Deem this project necessary and supports the application for funds from the 2024 <br />Capital Budget General Obligation Bond Appropriation. <br />
