CLASSIC. 2015 First Avenue, Anoka MN 55303 Phone: (763) 576-2700 Website: www.anokaminnesota.com CITY OF ANOKA, MINNESOTA RESOLUTION RES-2023-XXXX RESOLUTION OF SUPPORT FOR THE 2024 CAPITAL BUDGET GENERAL OBLIGATION BONDING REQUEST FOR THE ANOKA RUM RIVER DAM RECONSTRUCTION AND MODIFICATION PROJECT WHEREAS, the first timber dam was constructed in 1853, to provide power for the saw mills, wood working plants, and cooper shops operating along the east bank of the Rum River; and WHEREAS, beginning in 1880 the dam was used for power generation by the flour mill for 50 mills. The dam was able to produce approximately 540kW of power without restricting the flow of the river; and WHEREAS, since the summer of 1891, timbers and flashboards were placed on the Dam at Anoka for the purpose of raising the level of the Rum River; and WHEREAS, pursuit to the Deed dated the 19th day of January, 1935, Pillsbury -Washburn Flour Mills Company granted and deeded the flowage rights forever to the City of Anoka; and WHEREAS, on the 11 th date of March, 1935, the City of Anoka purchased the Dam at Anoka from Pillsbury -Washburn Flour Mills Company and became the sole owner of the dam; and WHEREAS, City Council acknowledges the Anoka Rum River Dam Reconstruction and Modification Project which includes installation of automated crest gates, maintenance platform, hydropower, lock system, and other recreational activities to include river surfing below the dam; and WHEREAS, City of Anoka is the sole owner of the Rum River Dam located in the City of Anoka, Anoka County; and WHEREAS, the Anoka City Council identifies the Anoka Rum River Dam Reconstruction and Modification Project as a priority project application for the 2024 Capital Budget process; and AND WHEREAS, the project will have a regional impact on the north metropolitan area benefiting communities in Anoka and Hennepin Counties including the cities of: Andover, Ramsey, St. Francis, Coon Rapids, Brooklyn Park, Champlin, Dayton, Elk River and Otsego. NOW, THEREFORE, BE IT RESOLVED, the City Council of the City of Anoka, Anoka, Minnesota, does hereby, 1. Deem this project necessary and supports the application for funds from the 2024 Capital Budget General Obligation Bond Appropriation.
