<br />Councilmember Specht introduced the following resolution and moved for its adoption: <br /> <br />RESOLUTION #23-215 <br /> <br />RESOLUTION DECLARING 15740 RAMSEY BLVD A HAZARDOUS STRUCTURE <br />AND APPROVING ABATEMENT AND CODE ENFORCEMENT ACTIONS RELATED <br />TO REMOVAL OF STRUCTURE <br /> <br />RECITALS <br /> <br />WHEREAS, Cynthia C. Lemke is the owner of the property at 15740 Ramsey Blvd. NW <br />and legally described as: <br /> <br />That part of the Southwest quarter of the Southwest quarter of Section 15, Township 32, <br />Range 25, Anoka County, Minnesota, described as follows: Commencing at the Southwest <br />corner of said quarter quarter, thence East along the South line thereof 393.9 feet to the <br />centerline of CSAH No. 56, thence deflect 41 degrees 40 minutes 15 seconds left in a <br />Northwesterly direction 202 feet, thence deflect 90 degrees right in a Northeasterly <br />direction 137.04 feet, thence deflect 46 degrees 55 minutes 30 seconds right in an Easterly <br />direction 272.05 feet, more or less, to said centerline, thence Southwesterly along said <br />centerline 317.66 feet, more or less, to point of beginning, excluding road, subject to <br />easements of record. <br /> <br />(the ‘Subject Property’); <br /> <br />WHEREAS, the Subject Property has had the same owners since 2010; and <br /> <br />WHEREAS, the home on the Subject Property is abandoned and unoccupied; and <br /> <br />WHEREAS, the home has been subject to multiple complaints on the conditions; and <br /> <br />WHEREAS, staff has attempted to work with property owner to bring home into <br />compliance with all applicable codes and ordinances with limited action on the part of the home <br />owner; and <br /> <br />WHEREAS, in 2020, the home on the Subject Property was deemed unfit for human <br />occupancy by the City’s Building Official due to lack of necessary utilities and services as well as <br />the condition of the interior of the home; and <br /> <br />WHEREAS, the City Council approved the Code Enforcement Process and Abatement on <br />November 10, 2020 and the property was boarded up; and <br /> <br />WHEREAS, since 2020, property conditions have deteriorated; and <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br />
