1 d. Requests to amend district boundaries must follow the provisions in Minnesota Rules, <br /> 2 part 6106.0100,Subp. 9, Item C. <br /> 3 e. The DNR will be notified at time of application submittal of master plans, PUDs, <br /> 4 preliminary,and final plats. <br /> 5 (9) Accommodating disabilities. Reasonable accommodations for ramps or other facilities to <br /> 6 provide persons with disabilities access to the persons' property, as required by the federal <br /> 7 Americans with Disabilities Act and the federal Fair Housing Act and as provided by Minnesota <br /> 8 Rules, chapter 1341, must: <br /> 9 a. Comply with sections 920(F) to (L); or <br /> 10 b. If sections 920(F) to (L) cannot be complied with, ramps or other facilities are allowed <br /> 11 with an administrative permit provided: <br /> 12 1. The permit terminates on either a specific date or upon occurrence of a particular <br /> 13 event related to the person requiring accommodation; and <br /> 14 2. Upon expiration of the permit,the ramp or other facilities must be removed. <br /> 15 (D) MRCCA districts. <br /> 16 (1) Purpose. The purpose of this section is to establish districts under which building height and <br /> 17 structure placement are regulated to protect and enhance the Mississippi River's resources <br /> 18 and features consistent with the natural and built character of each district. <br /> 19 (2) District description and management purpose. The MRCCA within the City of Ramsey is <br /> 20 divided into the following MRCCA districts: <br /> 21 a. Rural and Open Space(ROS). <br /> 22 1. Description. The ROS District is characterized by rural and low-density <br /> 23 development patterns and land uses, and includes land that is riparian or visible <br /> 24 from the river, as well as large, undeveloped tracts of high ecological and scenic <br /> 25 value, floodplain, and undeveloped islands. Many primary conservation areas <br /> 26 exist in the district. <br /> 27 2. Management purpose. The ROS District must be managed to sustain and restore <br /> 28 the rural and natural character of the corridor and to protect and enhance <br /> 29 habitat, parks and open space, public river corridor views, and scenic, natural, <br /> 30 and historic areas. <br /> 31 b. River Neighborhood(RN). <br /> 32 1. Description. The RN District is characterized by primarily residential <br /> 33 neighborhoods that are riparian or readily visible from the river or that abut <br /> 34 riparian parkland.The district includes parks and open space, limited commercial <br /> 35 development, marinas, and related land uses. <br /> 36 2. Management purpose. The RN District must be managed to maintain the <br /> 37 character of the river corridor within the context of existing residential and <br /> 38 related neighborhood development, and to protect and enhance habitat, parks <br /> 39 and open space, public river corridor views, and scenic, natural, and historic <br /> 40 areas. Minimizing erosion and the flow of untreated storm water into the river <br /> 41 and enhancing habitat and shoreline vegetation are priorities in the district. <br /> 42 C. Separated from River(SR). <br /> 43 1. Description. The SR District is characterized by its physical and visual distance <br /> 44 from the Mississippi River. The district includes land separated from the river by <br /> 45 distance,topography, development,or a transportation corridor. The land in this <br /> 46 district is not readily visible from the Mississippi River. <br /> 47 2. Management purpose. The SR District provides flexibility in managing <br /> 48 development without negatively affecting the key resources and features of the <br /> 49 river corridor.
