Voting No: None. <br /> <br />NOTE CITY COUNCIL MINUTES <br /> <br />The Planning Commission noted the following minutes: <br /> <br />1) City Council special meeting minutes dated September 21, 1999 <br /> <br />2) City Council work session meeting minutes dated September 21, 1999 <br /> <br />3) City Council work session meeting minutes dated September 23, 1999 <br /> <br />4) City Council public hearing and regular meeting minutes dated September 28, 1999 <br /> <br />5) City Council public hearing and regular meeting minutes dated October 12, 1999 <br /> <br />PUBLIC HEARINGS/COMMISSION BUSINESS <br /> <br />Case #1: Request for Conditional Use Permit for a Private Dog Kennel to Maintain <br /> More than Two Adult Dogs on a Parcel; Case of Dennis and Bonita Cobey <br /> <br />Chairperson Anderson closed the regular portion of the Planning Commission meeting at 7:04 <br />p.m. in order to conduct a public hearing. <br /> <br />Public Hearing <br /> <br />Chairperson Anderson called the public hearing to order at 7:04 p.m. <br /> <br />Presentation <br /> <br />Planning Consultant Scalzo stated the applicants have applied for a private kennel conditional <br />use permit to maintain a maximum of four adult dogs at 9340 Highway #10 NW. The <br />approximately 4-acre parcel is zoned B-1 Business but is subject to residential zoning regulations <br />because its principal use is residential. It is located immediately west of the Wayside Park, and <br />because the property is so isolated and adjacent to the park, the applicants desire this number of <br />dogs mainly for protection and security purposes. The City Council granted the Cobey's a home <br />occupational commercial permit for a cattery in May of this year.
