Motion by Commissioner Kociscak, seconded by Commissioner Nixt, to close the public hearing. Motion carried. Voting Yes: Chairperson Anderson, Commissioners Kociscak, Nixt, Dempsey, Jensen, Johnson, and Wivoda. Voting No: None. The public hearing closed at 7:06 p.m. Commission Business The Planning Commission proceeded to review the Findings of Fact. Motion by Commissioner Johnson, seconded by Commissioner Nixt, to recommend City Council amend and adopt the Findings of Fact in the affirmative, as they relate to Dennis and Bonita Cobey's request for a conditional use permit for a private dog kennel for four adult dogs. Motion carried. Voting Yes: Chairperson Anderson, Commissioners Johnson, Nixt, Dempsey, Jensen, Kociscak, and Wivoda. Voting No: None. The Planning Commission proceeded to review the terms of the permit. Motion by Commissioner Johnson, seconded by Commissioner Kociscak, to recommend City Council approve the Cobey's request for a conditional use permit to maintain four adult dogs at 9340 Highway #10 NW, based on the findings of fact, and declaring terms of same as presented. Motion carried. Voting Yes: Chairperson Anderson, Commissioners Johnson, Kociscak, Dempsey, Jensen, Nixt, and Wivoda. Voting No: None. Chairperson Anderson stated it was his understanding that the Planning Commission should be adopting Findings of Fact and forwarding them to the City Council with their recommendation, rather than recommending City Council approve and adopt the Findings of Fact. Staff was directed to research this and implement any needed changes in the process. Case #2: Request for an Interim Use Permit for a Temporary Office Structure; Case of Transwest, Inc. Chairperson Anderson closed the regular portion of the Planning Commission meeting at 7:08 p.m. in order to conduct a public hearing.
