Presentation

Planning Consultant Scalzo stated the applicants were issued a one-year interim use permit in
July 1997 for the utilization of a 720 square foot modular office, which has since expired and
been reissued for an additional year so they could complete their assessment of space needs for
expansion or relocation. The applicants now request another interim use permit to utilize the
modular office structure until their lease of the property terminates on October 31, 2003. The
City would like to see additional screening along County Road #116 and suggests the placement
of a berm behind the existing tree line which could be vegetated with additional landscaping.
Staff recommends approval of the request, with the permit requiring the continued screening of
berming and trees along Unity Street across the front of the property and parallel to Industry
Avenue (C.R. #116). The City is willing to participate in this site improvement because it will
initiate necessary screening from the residential use across the street.

Citizen Input

None.

Motion by Commissioner Nixt, seconded by Commissioner Wivoda, to close the public hearing.

Motion carried. Voting Yes: Chairperson Anderson, Commissioners Nixt, Wivoda, Dempsey,
Jensen, Johnson, and Kociscak. Voting No: None.

The public hearing closed at 7:09 p.m.

Commission Business

Commissioner Kociscak stated that the total time of the interim use permits would be six years,
and he questioned if this was normal.

Planning Consultant Scalzo replied that the City has previously issued permits for the use of
temporary office structures for two years or more in the industrial district, most recently to
Listul, Waste Management and Amcor.

Commissioner Jensen suggested giving only an additional year to prompt the applicant to do
something permanent.

Commissioner Nixt stated since the applicant only leases the land it would appear there is no
intention for something permanent.

Motion by Commissioner Johnson, seconded by Commissioner Nixt, to table the request until
the December meeting at which time the applicant should appear for questioning.

Planning Commission/November 8, 1999
