Commission Business <br /> <br />Chairperson Anderson called the regular meeting of the Planning Commission back to order at <br />7:41 p.m. <br /> <br />Zoning Administrator Frolik explained that the development plan, including the mini-storage <br />units, complies with the 35% lot coverage restriction. The building exterior is proposed to <br />consist of rock face block which is in accordance with architectural standards established in City <br />Code. <br /> <br />Motion by Commissioner Johnson, seconded by Commissioner Nixt, to recommend that City <br />Council adopt positive findings of fact, as presented and in the positive, relating to Zitco's <br />request for a conditional use permit for self-service mini-storage units. <br /> <br />Further discussion: Commissioner Nixt questioned the wording in #13 in the finding of fact <br />"increase in sign surface". Zoning Administrator Frolik noted that it should read "That the <br />proposed use will not adversely impact traffic in the area." <br /> <br />Motion Carried. Voting Yes: Chairperson Anderson, Commissioners Johnson, Nixt Dempsey, <br />Jensen, Kociscak and Wivoda. Voting No: None. <br /> <br />Motion by Commissioner Johnson, seconded by Commissioner Jensen, to recommend that City <br />Council approve Zitco's request for a conditional user permit for mini-storage units and adopt a <br />resolution declaring terms of same. <br /> <br />Further discussion: Commissioner Dempsey stated that most storage units provide security of <br />the units. Zoning Administrator Frolik explained that there is nothing in City Code that would <br />require security measures for the mini-storage, but noted that she would research if there are any <br />State requirements. Mr. Zitzloff stated that he will comply with any laws that may exist in <br />regards to security and even if there is no requirement to do so, he will place security on the site <br />if it becomes necessary. Chairperson Anderson stated that security is enhanced by the layout of <br />the building. <br /> <br />Motion Carried. Voting Yes: Chairperson Anderson, Commissioners Johnson, Jensen, <br />Dempsey, Kociscak, Nixt, and Wivoda. Voting No: None. Absent: None. <br /> <br />Case #5: Request for Site Plan Review; Case of Zitco, Inc. <br /> <br />Zoning Administrator Frolik stated that Lowell Zitzloff is seeking site plan review to develop a <br />26,096 square foot multi-tenant retail building with self-service mini-storage units at 6111 <br />Highway #10. The site is zoned B-3 Highway Business and retail is a permitted use in that <br />district.
