Chairperson Anderson questioned what kind of input the Planning Commission can have. <br /> <br />City Engineer Jankowski explained that the site plan cannot be approved without a drainage <br />solution. <br /> <br />Chairperson Anderson stated that he would like Staff to look at the area with a comprehensive <br />approach. The properties that are going to be benefited should pay for the project. Mr. Zitzloff <br />should not have to incur the cost for the whole area. <br /> <br />Community Development Director Sherman noted that the City Council will provide direction <br />on how to handle the larger picture. <br /> <br />Zoning Administrator Frolik explained that if the project is assessed the adjacent property <br />owners could vote the project down. <br /> <br />Chairperson Anderson stated that would like to see a strong recommendation from the <br />Commission that the City approach the situation on a comprehensive basis. <br /> <br />Motion by Commissioner Johnson, seconded by Commissioner Dempsey, to recommend that <br />City Council approve the proposed site plan for the Zitco Building contingent upon compliance <br />with City Staff review letter dated September 3, 1999 and that the City Council deal with the <br />storm water drainage problem comprehensively from the City boundary to Sunfish Lake <br />Boulevard. <br /> <br />Motion Carried. Voting Yes: Chairperson Anderson, Commissioners Johnson, Dempsey, <br />Jensen, Kociscak, Nixt, and Wivoda. Voting No: None. <br /> <br />Case #1: <br /> <br />Request for a Conditional Use Permit to Construct an Electrical Substation; <br />Case of Connexus Energy <br /> <br />Chairperson Anderson closed the regular portion of the Planning Commission meeting at 8:13 <br />p.m. in order to conduct the public hearing. <br /> <br />Public Hearing <br /> <br />Chairman Anderson called the public hearing to order at 8:13 p.m. <br /> <br />Presentation <br /> <br />Zoning Administrator Frolik stated that on August 4, 1999, the City received an application from <br />Connexus Energy for a conditional use permit to construct and operate an electrical substation in <br /> <br />Planning Commission/September 7, 1999 <br /> Page 5 of 13 <br /> <br /> <br />
