Voting Yes: Chairperson Anderson, Commissioners Wivoda, Dempsey, <br />Jensen, Johnson, Kociscak, and Nixt. Voting No: None. <br /> <br />The public hearing closed at 8:15 p.m. <br /> <br />Commission Business <br /> <br />Chairperson Anderson called the regular meeting of the Planning Commission back to order at <br />8:15 p.m. <br /> <br />Zoning Administrator Frolik explained that access to the site is to be provided by the future <br />extension of 143rd Avenue between Jasper and County Road #116, which is anticipated to be <br />constructed in 2001. At the present time, 33 feet of the 66-foot future roadway is owned by the <br />City. If the conditional use permit is approved, the city attorney will draft an easement for access <br />purposes from the City to Connexus over this 33 feet. The Applicant is proposing to pave and <br />curb their off-street parking area and access from 143rd Avenue. However, they are requesting <br />that the paving and curbing improvements be constructed concurrently with the public <br />improvement project for 143rd Avenue. <br /> <br />Mike Felder, Connexus Energy, reviewed a typical design for a substation. <br /> <br />Commissioner Jensen expressed concern that there be good screening of the substation. <br /> <br />Mr. Cromberg explained that they traditionally screen the substations with Norway pines. <br /> <br />Zoning Administrator Frolik questioned if Connexus would be willing to intensify the landscape <br />plan and Mr. Cromberg replied that they would. <br /> <br />Zoning Administrator Frolik noted that the Parks Department also has a list of recommended <br />trees for Ramsey soils. <br /> <br />Commissioner Nixt questioned what the voltage will be at the substation. <br /> <br />Planning Commission/September 7, 1999 <br /> Page 6 of 13 <br /> <br /> <br />
