Zoning Administrator Frolik stated that it is not uncommon for public works department not to <br />be in favor of cul-de-sacs, but there is no code prohibiting them. <br /> <br />Chairperson Anderson reviewed the report from the City Engineer which stated that sanitary <br />sewer is currently available adjacent to the site at four separate locations and that it is anticipated <br />that the sewer is sufficiently deep to service the earlier development by gravity. The watermain <br />is currently available at five locations around the perimeter of the site, and in addition it is within <br />the right-of-way of Sunwood Drive, which divides the site. A twelve-inch trunk main needs to <br />be connected between Sunwood Drive and the northwest comer of the site. The transportation <br />system should focus on delivering traffic onto Sunwood Drive and Sunfish Lake Boulevard. A <br />traffic analysis will be required as a policy of the preliminary plat submittals. The plan should be <br />modified such that water quality ponds are accessible for maintenance without access on private <br />property. The storm water plan should include an outlet for Sunfish Lake into wetland 114P. <br /> <br />Mr. Griswold stated that they will address pond access on the preliminary plat. <br /> <br />Commissioner Jensen questioned if a lift station was required and who would incur the cost. <br /> <br />Community Development Director Sherman stated a lift should not be required, but if it were it <br />would be included in their utility plan. She also noted that Pulte has submitted a petition for re- <br />zoning. <br /> <br />Motion by Commissioner Johnson, seconded by Commissioner Wivoda, to recommend that <br />Pulte proceed with preliminary plat and re-zoning of the property. <br /> <br />Further discussion: Commissioner Johnson stated that he liked the association aspect because it <br />would make sure the property is maintained and liked the idea of clustering to preserve the <br />natural areas. Commissioner Wivoda stated that he liked the preservation of green space. <br />Commissioner Jensen stated that she feels that it is an exciting plan for Ramsey. Commissioner <br />Dempsey stated that the City is in a questionable growth stage and feels the plan should be <br />considered, but hopes they can look at all options and consider future objectives of the City. <br />Chairperson Anderson stated that after looking at the property he did not realize there was a <br />piece of property of this quality in the City and thinks that the plan maximizes the natural <br />features and seems to be within the City ordinances. <br /> <br />Motion Carried. Voting Yes: Chairperson Anderson, Commissioners Johnson, Wivoda, <br />Dempsey, Jensen, and Kociscak.
