Case #2: Request for Site Plan Review; Case of New Life Church <br /> <br />Zoning Administrator Frolik stated that the City of Ramsey has received a request for site plan <br />review from New Life Church. The plan proposes to construct a church on the east side of T.H. <br />#47, at 172"d. <br /> <br />Zoning Administrator Frolik explained that the site is ten acres in size. One access is proposed <br />onto T.H. #47 and the plans have been forwarded to Mn/DOT for comment. The church building <br />is proposed to be 13,136 square feet in size and exterior walls will consist of a combination of <br />rock face and single scored block. The facility will be served by an on-site septic system and <br />well. The area of the building and the paved parking lot do not exceed the 25% impervious <br />surface restriction in this area. The structure meets all building setback requirements, however, <br />the placement is also affected by landscaping requirements. City Code requires a 40 foot <br />landscaped buffer area between non-residential uses and residentially zoned property. Although <br />the parcel to the south is occupied by Wirz's Nursery, it is zoned residential and therefore the <br />standard ten foot side yard setback increases to 40 feet. The plan shows the church is set back 35 <br />feet from the south property line; it will be necessary to shift the structure and parking lot five <br />feet to the north. <br /> <br />Zoning Administrator Frolik stated that in accordance with City Code a sufficient number of off- <br />street parking spaces are provided and all traveled surfaces of the lot will be paved with <br />bituminous. With the exception of a parking expansion area on the northeast coruer of the lot, all <br />bituminous surfaces are proposed to be finished with B 6/12 concrete curbing. Staff has <br />recommended that the parking lot expansion area be finished with a rolled bituminous curb. The <br />Landscape Plan consists of transplanting 11 coniferous trees to the west property line and adding <br />four Maple trees and three Flowering Crab trees along the west elevation of the building. Staff <br />has recommended the addition of five deciduous trees and 30 shrubs to the Landscape Plan <br />which the applicant is in agreement with. The City Engineer has requested modifications to the <br />Grading Plan. The Lighting Plan is in compliance with City Code. The submittal is deficient of <br />a waste storage plan. <br /> <br />Jay Snyder, New Life Church, presented a set of plans that had already been revised based on the <br />suggestions by City Staff, which also included a covered trash storage area. <br /> <br />Motion by Commissioner Johnson, seconded by Commissioner Kociscak, to recommend that <br />City Council grant site plan approval contingent upon compliance with the June 30, 1999, City <br />Staff Review Letter. <br /> <br />Motion Carried. Voting Yes: Chairperson Anderson, Commissioners Johnson, Kociscak, <br />Dempsey, Jensen, Nixt, and Wivoda.
