The preliminary plat submittal consists of 1 plat
sheet, 6 sheets of grading, utility, and tree preservation plans prepared by Hakanson Anderson
dated May 1, 2006, revised May 22, 2006 and a Landscape Plan dated April 27, 2006 prepared by
Garden Market and Landscape. We offer the following comments:

General: The property is 1.77 acres in size and is located north of Iodine Street on County Road
5 (Nowthen Boulevard). The preliminary plat of GAD's Prairie proposes 7 one-level detached
townhome units that would be association-maintained. The preliminary plat is being processed in
conjunction with a site plan review and a zoning amendment to Planned Unit Development
(PUD).

Zoning: The subject property is currently zoned R-2: Medium Density Residential, which allows
3 to 7 units per net acre. Townhomes are a permitted use within this district. However, because
of the limited parcel width and the unique housing product proposed, the applicant is seeking a
rezoning to Planned Unit Development (PUD).

Lot Size and Dimensions: The proposed lots vary in width, from 35 feet to 45 feet. Lot size
varies from 2,773 square feet to 3,345 square feet. There is no minimum lot size or dimensions
for townhomes. However, all lots must indicate a minimum of 3 feet of separation between walls
and appurtenances (patios, porches, and stoops) and property lines, per the building code. Please
submit a revised plat indicating the distances between proposed houses and property lines.

Density: The site is proposing 7 units,- for a total net density of approximately 4 units per acre.
Two additional homes are planned, when and if Helium Street becomes a through street. At the
time that these outlots are replatted into buildable lots, as part of a minor subdivision, and the
overall density would be approximately 5 units per acre.

Setbacks: The following chart indicates the deviations proposed from the setbacks for the R-2
Medium Density Residential district. None of the proposed structures conform to the minimum
separation for buildings of 20 feet, as these buildings are single-family in style. Three of the
