Community Development Director Trudgeon replied this will be corrected prior to the next
meeting.

Councilmember Strommen noted the definition of subject property states it is the parcel of real
property on which the dwelling is to be located. This should be corrected to also state that the
subject property would include the property from where a dwelling is removed.

Councilmember Jeffrey questioned if someone moving a pre-manufactured into the City would
need to obtain a permit.

Community Development Director Trudgeon responded yes, if the structure is larger than 120
square feet. In those instances the concern is more that the setbacks are being met. There would
be a quick review to be certain that everything is located properly.

Councilmember Elvig questioned if 120 square feet is a practical size limitation. He noted an
ordinance amendment was just completed to increase the size of what is acceptable as an
accessory building. He questioned the practicality of everyone purchasing pre-manufactured
sheds being required to obtain a permit.

Community Development Director Trudgeon replied shed kits that are purchased would likely
require the shed to be built on site. This requirement would refer to actually picking up the
structure and moving it to a different property. He indicated staff will review these points to be
certain the ordinance does not over-enforce. -

Motion by Councilmember Cook, seconded by Councilmember Jeffrey, to introduce an
ordinance amending Section 8.35 (Regulation of Single Family Dwellings to be moved into or
within the City).

Motion carded. Voting Yes: Mayor Gamec, Councilmembers Cook, Jeffrey, Elvig, Olson,
Pearson, and Strommen. Voting No: None.

Case #10:

Adoption of an Ordinance Amending Section 3.20, Personnel Policy and
Section 3.14, Police Department

Motion by Councilmember Cook, seconded by Councilmember Elvig, to adopt Ordinance #06-
13 amending Section 3.20, Personnel Policy and Section 3.14, Police Department.

A roll call vote was performed by the Recording Secretary:

Mayor Gamec: aye
Councilmember Cook: aye
Councilmember Elvig: aye
Councilmember Jeffrey: aye
Councilmember Olson: aye
Councilmember Pearson: aye
Councilmember Strommen: aye

P60

City Council / April 25, 2006
